  • 29 Nov 2011 in National Assembly: I would like to inform the Assistant Minister that the people who are supposed to do roads in Nyanza Province, particularly in the Lake Region, need not necessarily be from there. We now have a magnificent highway being done between Nairobi and Thika, and the person who is doing it so magnificently is from all the way in China. All we are saying is that we know. If I were to get another chance, I would tell you that M/s Hayer Bishan Singh Contractors Limited are corrupt. That is why their roads do not last one year. They do not ... view
  • 29 Nov 2011 in National Assembly: Madam Temporary Deputy Speaker, I was giving him information, so that he knows that people from Kisumu, Siaya and Busia Counties are telling me that they do not want M/s Hayer Bishan Singh Contractors Limited to do their roads. What is so special in him? We do not want him. Please, keep him away from us. view
  • 17 Nov 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. view
  • 17 Nov 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. We wanted to talk to the Deputy Prime Minister and Minister for Local Government because there is a grave activity going on around the country. Land belonging to local authorities, which would be transferred to the counties, is being looted all over the country. We wanted him to do something when the issue was still hot, so that he could assure the country that he will do something to stop the looting. view
  • 17 Nov 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. On the Statement requested by Mr. Mbau, I would also wish to ask the Attorney-General to state why he has never revised the law as amended in last year’s Finance Bill in the way agents of MCSK are collecting the so-called royalties and why one year later, they still have agents terrorizing people all over the city and in other parts of the country while the law has been amended. We want the Attorney-General to table the procedures in this House. view
  • 17 Nov 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Hon. Dr. Khalwale said that one of the parties, and let me declare that it is ODM, withdrew three Members. That is not a statement of fact. The ODM withdrew all its Members and that fact remains. I want to agree with hon. Karua that this is a power game and it does not matter how many Motions you put here. We will end up following the Standing Orders and we will end up where we are unless the issue is resolved. The problem which is being raised by indisciplined ... view
  • 17 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, what is not in order is the statement that ODM withdrew its Members partially. Even the Member who raised this issue has been withdrawn. He is just indisciplined. The issue of indiscipline is big in most political parties in this country. So, no matter how many Motions you attempt to bring, we will end up in the same place. I want to tell you that if a Motion found itself on the Floor of the House, ODM, officially, will not participate because we do not believe it is within the law. view
  • 17 Nov 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. The debate that has just ended was so keenly awaited by Members. I just wanted to applaud the camaraderie among the Luhyia Members. Even the ones who never come to Parliament have shown up today. view
  • 16 Nov 2011 in National Assembly: Mr. Speaker, Sir, I want to say one or two things. I want to agree with the Minister that constitutions are not edged on stone and they can be amended. But in saying that, I want to plead with him to agree or listen to the dissenting voice and accept that the voices are talking the way they are talking because things have changed in this country. view
  • 16 Nov 2011 in National Assembly: Mr. Speaker, Sir, all that Kenyans are saying, through us, is that we separate the Bills. It will help the Minister to understand that consensus building is paramount when you want to change the Constitution and not only what the law may say. I believe that we created in law the Constitutional Implementation Oversight Committee (CIOC) to participate in that implementation process. It is unfortunate that the CIOC has lately been preoccupied with doing the work of the Committee on Justice and Legal Affairs, but that is something which we probably could not avoid. But the role of CIOC primarily ... view
