Mr. Speaker, Sir, secondly, the Minister is talking about the Budget circle. This talk of Budget circle is very dangerous and bad for our country. This is because the Constitution is supreme. To bend backwards to please undemocratic states like Uganda, just to accommodate them, sends a very wrong message to their citizens, because Kenya must lead in our region. We must do something for Uganda. Tanzania is already saying that they want to go the Kenyan way. Mr. Speaker, Sir, lastly, there is the issue of the “not more than two-thirds of either gender.” It is a fundamental issue and we do not want it mixed with any other issue, because it brings up the issues--- The intention of this country is to bring up the women to the levels of the rest of us - the men – in a fundamental way. On a point of order, Mr. Deputy Speaker, Sir. Yes, indeed, the Departmental Committee on Finance, Planning and Trade said they were working on the issue. We did not promise to table a report this week. However, we thought that since this falls within the mandate of the Departmental Committee on Finance, Planning and Trade and we are already dealing with the issues, we have spoken to the Mover of the Motion that all of us can work together as opposed to antagonism which we saw on the Floor last week. Mr. Temporary Deputy Speaker, Sir, I appreciate what hon. Kajwang is trying to tell the House and the nation. Is it fair for the Minister not to answer to the claims or grievances of Members of Parliament with regard to the amendment of this Constitution, which is, separate the amendments?
