  • 31 Aug 2016 in National Assembly: Hon. Speaker, on this issue of the voter register, this morning, I heard on radio that many Kenyans want the IEBC Commissioners to walk free. Having them walk free does not mean we should not clean their mess. There is no known voter register of IEBC. Now that, that is there and we are past that stage, let us agree even in this Bill. It is consolidating offenses relating to elections into one Act. I have been informed by my lawyer, David Ochieng, that he has checked all the statutes and confirmed that there is nothing new in this Bill. Hon. Duale, I have not changed my heart.   • 31 Aug 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I support the amendment. From time to time, the national Government visits and when it visits, we do not want it to commit us back to the national Civil Service to develop our constituencies. We want the monies to be channelled through a locally-chosen committee like the NGCDF Committee. This is to ensure that when the national Government says that it will build a fish pond for sisi watu wasamaki, the funds are immediately given to my NGCDF Committee without bureaucracy. view

While you were away, there was a lot of controversy about the Report that contained these Bills. Once we agreed that we wanted to move forward, we would like to expedite the process. The reason as to why this amendment will be very wrong for our economy is that you can walk into a motor vehicle showroom, as a school and buy a bus. The following day, the same bus will be sold as used. Even if you go to pay for the excess VAT, you will pay at the rate of a used car while the person who bought it 24 hours earlier was exempted from paying VAT at the rate of a new car.
