  • 24 Aug 2011 in National Assembly: I want to congratulate him. My concern was the issue raised by hon. Wetangula. We need to find a way of ensuring that the mushrooming towns or markets are planned, so that we do not have problems when the population increases without necessarily expanding the county governments. view
  • 24 Aug 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, let me take this earliest opportunity to congratulate the Minister for a job well done in keeping within the spirit of the Constitution. I see that the Minister now has granted the Director power to provide consular services in missions abroad. I am sure now there will be no war between him and the Ministry of Foreign Affairs as to whose duty that is for. That is an advantage well taken care of. Mr. Temporary Deputy Speaker, Sir, Clause 12 which talks about widows and widowers; people whose wives or husbands have died, who have ... view
  • 23 Aug 2011 in National Assembly: Mr. Speaker, Sir, it is like Ms. Karua has taken words out of my mouth. Nonetheless, I want to plead with my colleagues that what is before us is not an issue of the Government but an issue of the Constitution. As it were, this Parliament may well play in the hands of people who do not want this Constitution to be implemented. Mr. Speaker, Sir, as you may know, Kenya is the only country or may be one of the very few countries which promulgated a new Constitution and did not proceed immediately to an election. Therefore, there are ... view
  • 23 Aug 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, let me thank the Minister for bringing the Bill and attempting to reform the police. It is a good attempt but I want to say that what we need, as a country, is the total overhaul of the police force. First of all, I want to say that our existing police force needs to realise that this is not a Bill that is against them, and that the time for reform is here. First of all, I want to suggest to the Minister that in this Bill we need to be very categorical. We need ... view
  • 23 Aug 2011 in National Assembly: Minister, I wish you could listen because you asked us to contribute. The Minister will owe a duty to this House to explain who is a police reservist and how we will equip them in terms of their operations so that Kenyans can know. We do not need another force to negate the aspirations and demoralize the police force in a way we have seen before. Mr. Temporary Deputy Speaker, Sir, if you look at this Bill, the functions of the Administration Police (AP) and the functions of the police force are identical. Why do you need the two? We ... view
  • 23 Aug 2011 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. It is interesting that we are discussing this Bill on a very eventful day as regards to the functionality of the Kenya Anti-Corruption Commission. This Bill could not have come at a better time. Mr. Temporary Deputy Speaker, Sir, the reason as to why I have been standing at night to get a chance to contribute is because I want to go on record that the Kenya Anti- Corruption Commission (KACC) and its Director are rogue and are misbehaving. It is very important that we be in a position to employ Kenyans who ... view
  • 17 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, I will be very brief. I want to beg you to heed the call of Mr. Olago so that you can give proper direction on this matter. It is the duty of this House to pass laws which are in conformity with the Constitution. It is our absolute duty. When there are issues raised, you must guide us. Mr. Chairman, Sir, I want you in your ruling to guide this House and the country whether in a purely presidential system coalition governments are allowed because that seems to be the sticking point. It is my contention ... view
  • 4 Aug 2011 in National Assembly: Madam Temporary Deputy Speaker, I am the one and only hon. Jakoyo Midiwo. I thank hon. Lekuton for bringing a very good idea. Like I said somewhere yesterday, when I was with him, I thought that we could do more in this Bill. I am happy that last night, as I watched news, I saw some Kenyans, particularly the CEO of Equity Bank, Mr. James Mwangi, support this course. I was impressed because he conceded that the unclaimed assets, particularly the ones deposited with banks, are the breeding ground for theft or corruption. I know that many people will oppose ... view
  • 3 Aug 2011 in National Assembly: Thank you very much. I will be very brief. Mr. Temporary Deputy Speaker, Sir, I want to thank the Minister for the Bill. I think it is largely good. The first thing I would like the Minister to amend in this Bill is to introduce deputies to the Registrar of Political Parties. It would be fair for this country if the Registrar has 47 deputies, one Deputy Registrar in every county. The work of the Registrar is little but we want our people to access this office and get information. Secondly, I want the Chief Justice to make this office ... view
  • 27 Jul 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. With all due respect to my friend, hon. Khalwale, I thought we were discussing an amendment which says that we take Kshs1.7 billion to the Strategic Grain Reserve to mitigate against hunger, and Kshs1 billion to mitigate against the disquiet in the police force by increasing their salaries. How does the issue, view
