26 Jul 2011 in National Assembly:
Madam Temporary Deputy Speaker, I rise to support this amendment. In so doing, I want to thank hon. Mbadi for knowing that we need to boost our Strategic Grain Reserves. I want to go further and say that this House this afternoon needs to recommend further the mode of distribution of food to our people, who are dying of hunger. Much of this money disappears in the distribution channels. Therefore, this amendment needs to be enhanced, so that whenever this money goes to the relevant Ministry, our people, who are dying in the less fortunate parts of this country, can ...

19 Jul 2011 in National Assembly:
Thank you, Madam Temporary Deputy Speaker. I stand to support this Bill. I want to begin by thanking hon. Mungatana for living to his promise of trying to make us have an orderly way of vetting. This is a new thing for our people. It is very important to understand that the power has gone to the people of Kenya and from now on, all of us, public officers, will have to be vetted in totality. Many of us get in Public Service as ordinary people and a couple of years later, we are so different that we cannot even ...

19 Jul 2011 in National Assembly:
I read a small article yesterday in the newspaper which said that as a people, maybe we need to accept that we are so corrupt and that through that admission, we then look for ways of correcting our corrupt practices. Right now, there is too much pretence and this Parliament must not be that institution that protects people just because we are of the same tribe, cronies or just because we have criminal records and so we want to hide them. The time to change is now and we shall not escape it. Lastly, with regard to all the vetting ...

16 Jun 2011 in National Assembly:
Mr. Temporary Deputy Chairman, Sir, just a quick one. I wish to support the amendment as amended. I want to thank the Minister for listening to us yesterday because after what this country went through, we were only lucky that somewhat the Committee on the Implementation of the Constitution (CIOC) was competent. This amendment will cure this process of vetting in such a way that no candidate shall come to this Parliament without the public knowing what and who they are and any misgivings that anybody may have. The proceedings of the Committee chaired by Mr. Atwoli should have been ...

15 Jun 2011 in National Assembly:
Thank you, Mr. Deputy Speaker, Sir. I will be very brief. This Bill is very important. This Bill will cure the shenanigans and the dramas which we have witnessed in the last few months with regard to nominations to these independent high offices. First of all, I want to plead with the Minister that the names which are called for by nominating bodies or interviewing bodies, I want to agree with Mr. Kioni that the hands of the President should not be tied because we are talking about the future. What has happened in some of these cases is that ...

15 Jun 2011 in National Assembly:
Mr. Deputy Speaker, Sir, I have been accused in the past, and that is why I was very apprehensive and uncomfortable with this process, of having said that I was going to mobilize Members of the ODM. I have never said that. I read it in the DailyNation newspaper. I called them to say that I had not said that and the following day they wrote: âODM Digs inâ, while all I had said was that we should have a process
