3 Nov 2010 in National Assembly:
On a point of order, Mr. Deputy Speaker, Sir. Just out of bewilderment, I wanted to seek your guidance. I have heard Mr. Muthama talking about the conduct of a Minister and I thought Mr. Muthama is the Government Chief Whip, and the Chair had already ruled that we are part of the Government. If there is anything to the contrary, I would like to know so that I can also be free to contribute.

3 Nov 2010 in National Assembly:
Mr. Deputy Speaker, Sir, yes, I am. Let me thank all the hon. Members who have contributed to this Motion. We said yesterday that we were setting a precedent, to create a culture of vetting people. What has transpired here this afternoon is a good example of where Parliament demands answers from the Executive, and I think it is a good beginning. I want to plead with my friend, hon. Kosgey to take it positively. We, as Parliamentarians, as hon. Odhiambo-Mabona has just said, if we want to be a good watchdog, you cannot come here today and say that ...

Mr. Deputy Speaker, Sir, I want to agree with my colleague hon. Munya. I also want to agree with the contributions of hon. Karua that the House is polarized on this issue.

3 Nov 2010 in National Assembly:
Mr. Deputy Speaker, Sir, I want to plead that the right way forward with this Motion is for us not to polarize it with these arguments. 3 Nov 2010 in National Assembly:
Mr. Deputy Speaker, Sir, if you could bear with me, I stated facts. He needs to say which one of those things I said was a lie. The reason why this Motion is bringing so much controversy is because we went through this part two years ago. I ask the hon. Member as the Whip that we call a Kamukunji and resolve it. We owe this to Kenyans. I want to beg your indulgence. I do not mean to offend my colleague but I have suggested with all humility that we take this thing away from public eye and agree.

Mr. Deputy Speaker, Sir, I withdraw them only as far as the subject for the debate is but I will make them during my contribution if this debate comes to the public because I know I am speaking the truth.

2 Nov 2010 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I rise to support the Motion. I sit in the Committee that did the vetting but I only want to raise one issue. First of all, I want to congratulate Members of that Committee for pioneering the vetting which is now envisaged in our Constitution. The more this happens, the less of what we are seeing in the House. We are coming from a past where people were used to making appointments arbitrarily without reference to the House. I am very happy, but I want to urge Ministers not to be afraid of Parliamentary Committees. ...
