Madam Temporary Deputy Speaker, let me conclude. Madam Temporary Deputy Speaker, I want to go with the recommendations; that the perpetrators of this crime must individually be held responsible as the Report says and I ask the House to wholesomely adopt this Report. I think, this is the beginning of a new era and there is no point shying away. We must build a new Kenya. We cannot live with criminals whose identities we do not know and pretend that we are living in the same country. I beg to support.

Mr. Temporary Deputy Speaker, Sir, let me begin by thanking the Committee for their hard work in trying to catch up and bring up to date the Public Accounts Reports. I want to support this report of the Public Accounts Committee. I want to thank the Committee for doing a good job. I have been in Parliament for eight years. This is my second term. On a point of order, Mr. Speaker, Sir. I am a Member of the Departmental Committee on Finance, Planning and Trade. I sat throughout the vetting session. The Members of the Committee sat through this process. The issue with madam Amina was that she could not prove her CV. I think it is good because this is a Commission of people who can deliver. You have seen that the Committee tried its best. There may be some politics, but this Committee never considered political affiliation. Thank you, Mr. Speaker, Sir.

On a point of order, Madam. Temporary Deputy Speaker. Is the hon. Member in order to mislead the House, and the country, one that we are not sensitive? Two, she is a lawyer who was working on this Constitution which says that one third must be either gender; she is insinuating that we are not always looking at either gender. Is she in order?

Secondly, I want to plead with the House that we ought to be a bit sensitive to issues that affect our people. As I speak, I feel pain that we shall be moving to court tomorrow to stop the disbursement of the Constituencies Development Fund (CDF).
