I have read it and seen the provisions. The genesis of all this is that Kenyans have been saying that they want Members of Parliament to pay taxes. Mr. Atwoli’s salary is estimated at about only Kshs80,000. That is what he pays tax on. But his allowances per month are more than Kshs5 million.
