Could the Assistant Minister ensure that the boda boda cyclists are controlled so that they can stop the general deaths? In Nyanza Provincial Hospital, there is a whole ward for people dying from accidents involving boda boda cyclists.

Mr. Temporary Deputy Speaker, Sir, I am sorry, but I had just walked out to find out the whereabouts of the Minister. The Assistant Minister is abroad and the Minister is out of town on official duties. He has said that he had consulted the Office of the Clerk and asked for the Question to be deferred until Thursday next week.

One of the qualifications that is required for the Director of the Kenya Anti- Corruption Commission (KACC) is that one must be a lawyer. P.L.O. Lumumba is a lawyer. It is also true that Patrick Lumumba may have been a lawyer to many criminals. If I were in danger with any crime, I would go to the best and P.L.O Lumumba is one of the best lawyers in this country. Mr. Temporary Deputy Speaker, Sir, I rise to support the proposed Bill. First of all, I would like to say that I have been very impressed by the Police Force of late. Whatever it is they are doing, we need to give them the right tools and the right facilitation so that we keep hearing that criminals are apprehended when heinous crimes occur. The gangs which are kidnapping and raping Kenyans--- I saw scenarios where people paid ransom, but the kidnappers still raped and killed them. Kenyans are living in fear. It needs to be âpremeditated crime,â such that if I sit somewhere and I go rent a gun and come to rob you in your home, I need to be charged under this kind of law and not under the Penal Code.
