You realize the Deputy Prime Minister and Minister for Finance is having a problem explaining to Kenyans that we are not bold enough to take the steps that would reorganize this country for this new century. Is the Minister in order to keep going round this Question while knowing very well that this thing is not workable? He himself drives a car which is above 1,800cc but is just a Volkswagen. Could he just tell this country that this thing is not workable and we move on? view

But, first, I want to say that it is my view that the Ministry is creating new districts so that services can be brought to the people. Why have they refused to issue guidelines for the headquarters? I would like to begin by requesting the Mover of the Motion, my colleague hon. Wamalwa, to re-think. This is not a small matter. This is a matter that needs discussions.
