  • 11 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, I want to ask the Assistant Minister to revisit this Question. I know that he is very creative. He once advised Kenyans to eat rats. I want to ask him to be creative about the issue of double collection of rates. The area of business licences is where Kenyans feel most fleeced, because they pay to the Government and then the councils have also a team of people fleecing them. Could the Assistant Minister kindly consider abolishing this double licensing and any other rates, which the councils are using to exploit local businessmen? view
  • 22 Oct 2008 in National Assembly: Mr. Speaker, Sir, you being the Speaker, I think Dr. Khalwale would be wrong to imply that. At least, you need a good road. I used the Luanda-Majengo Road about three weeks ago and it should not even be called a road. Even the formation has been eroded. However, the Assistant Minister has mentioned another road which affects the Speaker also, namely, the Kisumu-Yala, Road (B1). Is Mr. Ethuro in order? He was the Assistant Minister for Planning who guided the "cooking up" of those figures, which he is trying to Table, and which have really affected our people. Mr. Speaker, Sir, currently, the Minister of State for Planning, National Development and Vision 2030 should be thanked for stopping something which Mr. Ethuro pioneered! How are we supposed to feel if we see that in Msambweni, many parts of Coast Province, Pokot and Turkana, Kenyans are dying of hunger? I think we could improve and do better as a country.
