Mr. Temporary Deputy Chairman, Sir, I wish to support this Clause and plead with my colleagues, Ms. Karua and Mr. Mungatana, to understand this Clause separately or differently, because all it says--- It does not mean that if you are doing a road in Gem, for example, you must similarly do a road in Turkana North! All it is saying is that, as you do roads in Turkana North, please, kindly do some water in Gichugu, for example. On the issue of the trip to the HIV/AIDS Conference, you have made some clarification but I wanted to request you to issue some clarification to the country and the media on the stories which appeared in The East AfricanStandard yesterday regarding the travels of hon. Members, because it was full of untruths and innuendos.

Mr. Speaker, Sir, let me not quote the media. I want to request the Chair to clarify that many hon. Members have travelled, indeed, and many of the trips that we undertake, I particularly, have been paid for by people other than Kenyan taxpayers. Recently, I was in the USA to participate in the Elections. My trip there, alongside you and Mr. Thuo, was paid for fully by the USA State Department. Last week I went on Parliamentary duty to a meeting of the Whips of all East African countries, and the trip was also fully paid for by CIDA. ...

On a point of order, Mr. Temporary Deputy Chairman, Sir. I think the Minister is not being sincere. I am a Member of the Departmental Committee on Finance, Planning and Trade. We have sat several times. I thought that this morning, in the Kamkunji, the Minister, in the presence of the Speaker agreed that we must come out clearly that Members of Parliament want to pay taxes, but it is up to the Minister and the Speaker to agree on the implementation so that the negative coverage given to hon. Members is corrected. The Members of Parliament would then pay ...

Mr. Temporary Deputy Speaker, Sir, I think the hon. Member is out of order to bring matters about the hon. Member who moved the Motion that he did not attend a meeting that was held in some place. Hon. Members and Ministers alike meet in this House. That is out of order. I do not think we should use the Floor of this House to disparage other hon. Members.

On a point of order, Mr. Deputy Speaker, Sir. Is the hon. Member in order to imply that the people implicated in that report are obviously criminals, and that they are only safe if they are tried by Kenyan judges. I think that is judging people who are on that list, and who might have been put there just for political interests.
