  • 17 Oct 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, while I agree with the Minister, once we write the cheques that are going to the project, we want to have authority that those cheques can be banked with micro-finance institutions. The Minister should realise that this does no harm in future when we allow micro-finance institutions to write cheques, we would not have to come back to amend the CDF Act. view

We dealt with this issue last year and nothing has changed. I want to beseech the Minister that it is very important for other Ministers that when the House, in future, is faced with issues, particularly like tax issues which affect our locals, the Departmental Committee on Finance, Planning and Trade need to sit down and agree. All I want to say is that, it is important for this Parliament and our country that tax measures are used to further development of our locals and not foreigners. One last thing; as an hon. Member of the Departmental Committee on Finance, Planning and Trade, we must bring to the fore the kind of intimidation which we get from multi-nationals after they go behind us and agree with officers of this Ministry. view
  • 9 Oct 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, last year, the Minister took us through many amendments. He had one year to bring the amendments on the review of the Central Bank Act. We could have helped him in that sense. He is now busy trying to unexplainedly bring in issues that do not belong to the Finance Bill. It is of no importance to this House why the CBK needs to have two Deputy Governors for that particular reason alone. For the same reason, the CBK does not also need to have two Chairmen and a Governor. We oppose the amendment. view
  • 9 Oct 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I think the Minister is making a very utopian argument. Our people have nothing. When you are retrenched, or retired, you are faced with a situation where you cannot access any funds. Many people in this town do not come from the vicinity of Nairobi. So, people need to access their money, even if they want to go and start farming. We will re-visit the situation next year when we have a Government which wants to make people eat. view

Mr. Temporary Deputy Chairman, Sir, as a Committee, we thought that the Commissioner has sufficient powers under Section 135 of the Customs and Excise Act to deal with the distilleries. We thought that to give him powers to decide either way, had some sinister motives. So, we have proposed to delete Section 4. view
