About four years ago, we went to that site with the Nyanza Provincial Commissioner and we sanctioned the construction of a police unit. Whether it is a post or a station, that is up to the Assistant Minister. This is a border post where there is cattle theft day and night. How does he expect our people to report simple crimes? Would he expect them to walk 12 kilometres away to Butere, which is in another province? The nearest police station to that place is in Siaya, which is about 30 kilometres away. That is the reason why we need a police post.   • 20 Sep 2007 in National Assembly: Mr. Speaker, Sir, I would accept if the Assistant Minister is agreeing to make this post a police patrol base. All we need are police officers to guard us. This is at the border between Western and Nyanza provinces and criminals cross over. People from Nyanza cross over and kill people in Mr. Arungah's constituency and vice-versa. Once they kill, you would have to go to Butere, which is not near the border. Last year, the Minister for Finance told us that we needed to use the CDF money to construct police facilities. The Attorney- General is here and so is the Minister for Justice and Constitutional Affairs. Let them use the existing laws to prosecute thieves in this country. Let them not hide behind the so-called Kenya Anti-Corruption Commission (KACC) to try to hurt people who are merely expressing differing opinions from those of the Government. Here is a case where an employer roundly had his employees arrested but never showed up at the police station to write a statement. The Minister is telling the House that some of these people were found to have acted criminally, without the statement of the employer. This is a clear case of the mighty using police powers to frustrate innocent employees. It is wrong to arrest somebody and not go there to file a formal complaint.
