  • 27 Mar 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the list goes on and on. This scenario also applies to the appointment of District Commissioners (DCs). Out of 71 DCs, before the appointment of the new DCs, 38 DCs are from the Mount Kenya region. That is something to be ashamed of as a Government. This Government calls itself a "Government of National Unity". That is not reflective of national unity. Mr. Temporary Deputy Speaker, Sir, we need to address these issues. Even if the economy was doing well ten fold, we also need to have tribal harmony. What has bedeviled this country since ... view
  • 27 Mar 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Assistant Minister is wasting my time. I was referring to Mr. Francis Muthaura. It is just the obvious. view
  • 27 Mar 2007 in National Assembly: That is correct, Mr. Temporary Deputy Speaker, Sir. So, I am speaking as a young politician who still wants to have a future in this country. I would like the next Government that will come in not to be a "Kamba" Government or a "Luo" Government. We must stop these things. Charity must begin somewhere. It must begin from this House. So, we must be true to our cause, because this is something troubling this country. Kenyans are not saying that the Government is not doing a good job in terms of the performance of the economy. However, Kenyans are ... view
  • 27 Mar 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the Minister in order to mislead this House, that our people are wallowing in poverty simply because we have not used CDF money on Lake Victoria, while it is the second largest Exchequer paying institution in this country and it is not getting even a quarter of that budget back? view
  • 7 Dec 2006 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Given that the Motion being discussed is being opposed by more or less everybody, would I be in order to request December 7, 2006 PARLIAMENTARY DEBATES 4299 you to call upon the Mover to reply? view
  • 7 Dec 2006 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I beg your indulgence. You can read the mood of this House. You said that you will consider the option of going ahead and call upon the Mover to reply after hon. M. Kilonzo has finished making his contribution. So as to end this acrimony, and I think some of it does not belong here, would I be in order to request you to call upon the Mover to reply? view
  • 5 Dec 2006 in National Assembly: , asked the Minister for Justice and Constitutional Affairs:- (a) what the basis of drawing up the list of individuals implicated in the Anglo Leasing type contracts is; and, (b) whether he could table documentary evidence to ascertain that those implicated were indeed, involved. view
  • 15 Nov 2006 in National Assembly: Mr. Speaker, Sir, sometime back, the Assistant Minister came to the House and told us that he was going to rein in the mobile industry as regards the fake mobile phones which are flooding the market. I wonder what became of that. Could I know from the Assistant Minister if he thinks that the way the mobile phone companies are giving lines to subscribers is not a security threat in this country, as they give them to anybody at will for as low as Kshs40 a line? Could he do what every other civilised country is doing by making mobile ... view
  • 15 Nov 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I think this is a good Bill to have been passed by this House. It is high time western Kenya got a university to augment the services we are getting from Maseno University. I think the Ministry needs to do more to fast-track a university in Coast Province and another university in the city centre of Nairobi to free the pressure off Nairobi University. view
  • 9 Nov 2006 in National Assembly: asked the Minister for Lands:- (a) which areas the Government has identified as having squatter problems since 2003; and, (b) where the new settlement areas are located, who the beneficiaries are and how the land was acquired. 3548 PARLIAMENTARY DEBATES November 9, 2006 view
