I would like to ask the Ministry of Local Government to be transparent, and not to follow the issues of resource allocation blindly. We all need a share of the national cake. When this Ministry is doing well, we should have no reason to talk bad things about it. In essence, the Minister should re-look at his development budget and do us justice, as people coming from various districts in this country. Mr. Temporary Deputy Speaker, Sir, the LATF annual report, which the Minister alluded to, is something which comes many months after the funds have been spent.

Mr. Speaker, Sir, the Assistant Minister has said that incidents of stock theft have reduced. He has been told by the hon. Member that the reduction was due to the presence of the Anti-Stock Theft Unit. The Questioner has also said that they were withdrawn without the 2378 concurrence of the security team in the district. How does the Assistant Minister expect the people to go back and consult and yet there was no consultation in the reverse way? Mr. Speaker, Sir, could the Assistant Minister restore the Anti-Stock Theft Unit in this particular location without going round the Question?

Mr. Deputy Speaker, Sir, the issue of cattle rustling keeps coming to this House every week. Just a few months ago, the Government thought it wise to disarm the communities living in that area. The Assistant Minister has told us that there was no such action taken by our security forces, and that the animals that were confiscated belonged to Ugandans. He also admitted that there was a joint task force comprising Kenyan security personnel and Ugandan security forces. Is that a legal procedure? Why would the Government, which is supposed to protect people be involved in cattle rustling? Could ...

Thank you, Mr. Deputy Speaker, Sir. The Assistant Minister has said that those people who have been aggrieved by cattle rustling, in this particular case, should report the matter and investigations will be done. I do not come from those areas. However, for the aggrieved people to approach me, it is because they have already approached the Government and also hired a lawyer to talk to the Government over the issue.
