  • 4 May 2016 in National Assembly: I agree to that. The Member has come in a bit late but I had said it. Look at the mess at the airport, while somebody is coming home and is Kenyan, what they do to you if you are not a politician. Recently my wife was told to open her suitcase by officers from the Customs Department at the airport or give U$D100. The beneficiary will not be the person who is expecting the railway but will be our common criminals and thieves. We must do laws that make our tax collectors honest. However, this is a Bill that ... view

  • 27 Apr 2016 in National Assembly: Hon. Temporary Deputy Speaker, I have never seen an amendment where people are being--- I rise to support my neighbour Hon. Omulele. It is very important for MPs to know that we are not supporting this amendment to oppose the Senate. What we are saying is that, if representation is going to be financed, let both Houses sit and let us finance everybody to go and do the monitoring and oversight. We can do that in the next Budget. This is a huge change and it must be done constitutionally as explained by my friend, Hon. Omulele. We have the ... view
  • 27 Apr 2016 in National Assembly: Hon. Temporary Deputy Speaker, I rise to second. Given that this money was requested by the SRC from the beginning, and we also need to be talking to the SRC to work in harmony with other Government agencies and now that there are noises everywhere, we decided to support them. Hopefully, they will be talking to not only Parliament, but to every Kenyan. The picture being painted of the SRC is that they do not want to listen. They have come down and we also need to climb down for the smooth running of our Commission. So, Parliament is not ... view
  • 26 Apr 2016 in National Assembly: Hon. Speaker, through you, will it also be in order to ask Hon. Keynan’s Committee to go beyond the audit report? I have seen a letter from the Minister of Water and Irrigation reinstating the Chief Executive Officer (CEO) after the Board sent him home to enable it to conduct investigations. As it were, the CEO is in office and has no relationship with the Board. The Board used their authority to send him home. The Minister insists that he must remain as the CEO. Could he clarify for the sake of the people who are suffering in those regions? ... view
  • 21 Apr 2016 in National Assembly: Thank you, Hon. Speaker. Let me apologise. The MP for Kisumu Town has disappeared with my card. I do not trust him. Let me, first of all, just ask the Leader of the Majority Party what he is trying to do. When I look at the Order Paper, I am perplexed by what he is raising. Though he is raising some very good points about accountability in political parties, interestingly, he is also wondering why his own political party does not show audited accounts. My answer to him would be that his political party houses impunity. view
  • 21 Apr 2016 in National Assembly: The problem of political parties begins with the attitude of the State. Why do we not have a properly chosen Registrar of Parties so many years after that Office was established? We cannot be throwing lose blames while this Government knows it opposes this. That is because it uses this unknown office of some imaginary person who has an office which is not properly constituted. He has also even gone ahead to suggest that somebody who is in an interesting office in an interesting manner can deregister political parties. I do not condone corruption. I know there is corruption, but ... view
  • 21 Apr 2016 in National Assembly: The second thing that I need to bring to the attention of the Leader of the Majority Party is that, that funding is by law. The Government of the day has refused to give the stipulated political parties money ever since. It is like the Equalisation Fund which we are treated to a claim that it has been given and yet, it has never been given to any constituency or any county. The Leader of the Majority Party should be more magnanimous and tell this country if the Government of the day is willing to release to political parties the ... view
