We want to say that we have all the confidence in the new Cabinet Secretary for Interior and Coordination of National Government that no stone will be left unturned until the perpetrators of the same are found. Thank you, hon. Speaker.

Thank you. I also want to take this opportunity to thank you for giving me an opportunity to contribute on this important subject of tabling three consecutive Appropriations Accounts for the past three years. I am a happy man as a Member of this Committee. I want to prove my friends, like hon. Tonui who is Member of Parliament for Bomet Central, who at one time on the Floor of this House said that this is one Committee that is lazy, wrong. So, we want to dispel such statements for the fact that this is a Committee that has been ...

Committee Members for their commitment, resilience and consistency in looking at the Appropriations Accounts for the past three years. Members have even denied themselves recess periods to take time and look at these accounts. I would like to say that we were able to do these accounts guided by the constitutional principles of public finance, other legislative principles like the Public Procurement and Disposal Act and we executed our role effectively, objectively and in accordance with the Standing Orders. I would like to say that it was not easy. It was not a walk in the park. We had a ...

have recommended that Treasury should be able to release funds appropriately so that we meet all the pending bills. My attention, together with that of the Committee members, was also drawn to some old historical audit issues like KenRen, the fertilizer plant that was to be built back in 1970. The Committee has recommended a way of concluding that audit query, so that it does not appear year after year. It has been an old audit query. We have spent a lot of money and the Committee has put in place measures to ensure that, that audit query is dealt ...

Thank you, hon. Temporary Deputy Speaker for giving me this opportunity to contribute to this important subject of the state of security in the country. My attention has been drawn to the incident that happened in Mandera last week. The incident itself was a paradigm shift from what we have traditionally known to happen because it played a religious card. The people who alighted from the bus were supposed to declare their religious affiliation. That is a new paradigm shift from what we have traditionally known to happen, where those clashes have always been ethnic-based. This is a strong indication ...

more emphasis on security but on education. I want to appeal to the recruiting agencies - and I stand to be corrected - to give provision for people who completed Standard Eight and to set a minimum of D+ (plus) grade. This will ensure that we have people who are committed and who are there to protect this country. Otherwise, if you recruit graduates, they will not be interested in the security of this country. In conclusion, the prevailing security situation in the country will definitely deny the Jubilee Government the chance of making our economy to grow at double ...

Thank you, hon. Temporary Deputy Chairman. I also support the amendment by hon. Chachu as regards financial planning. Every institution needs to plan ahead for purposes of meeting both Recurrent and Development Expenditure. I am particularly impressed by the fact that there is provision for contingencies, so that when there are unforeseen circumstances, they have a Fund upon which they can fall back. Every expenditure should be allocated in terms of the planned expenditure, so that every voted Head is expended for the purpose for which it was voted for. I am impressed by this because that gives a future ...

Hon. Temporary Deputy Speaker, I want to thank you very much for giving me this opportunity. I rise to support this Public Service Bill 2014, which sets a broad framework on how public officers will conduct and regulate their professional standards in delierying service to members of the public. I want to say that even as we legislate, the most important thing, because we are a civilized society, is that we need to conduct ourselves in a civilized manner; even if we come up with good rules and regulations, we need to have good ethics and execute our duties to ...
