  • 13 Dec 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to add my voice to this very important Motion of concern to many Kenyans. Road deaths in this country are reaching endemic proportions. If they go on the way they are, it will soon overtake common diseases which are the main killers such as malaria. We must ask ourselves: What is the cause? What has caused this upsurge in road deaths in this country? In my opinion, one of the main causes is indiscipline of the drivers and road users in this country. They over-speed. I remember on Monday ... view
  • 13 Dec 2017 in National Assembly: We also have public transport drivers. I know this happens. A driver drives from Kitale to Nairobi and he is expected to be back in Kitale the same day. That driver has driven from 6.00 a.m. and in six hours he arrives in Nairobi. He takes another six hours possibly to load the vehicle, put in passengers and he has to drive back again. That means he has driven from 6.00 a.m. and he has to drive another six hours reaching Kitale at midnight. That person is fatigued and is likely to cause accidents. Let us come to the issue ... view
  • 29 Nov 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to add my voice to this very important debate. This Motion on emergency service lanes is long overdue. I would like to thank Hon. Melly for bringing this Motion. I have the experience of two towns, Nairobi and Eldoret, my hometown. What we see, particularly when there is a snarl-up, we have ambulances trying to find a way of getting to hospitals. And I wonder sometimes if a patient is in that ambulance and he is bleeding or has had a heart attack, for example, will this person really ... view
  • 11 Oct 2017 in National Assembly: Thank you Hon. Temporary Deputy Speaker for giving me this opportunity to add my voice to this Motion that has been brought by the Member for Tinderet. It is a very important Motion. I would like to thank him for bringing it to the House. Secondly, I would like to congratulate you for your re-election to this House for the second time and also your re-appointment to the Chairperson’s Panel. Congratulations. Back to the Motion, I come from a constituency which is not very far from the sugar belt. Over the years, we have seen deterioration of the sugar industry. ... view
  • 11 Oct 2017 in National Assembly: implementation. I know one Member has actually brought it up. The Committee on Implementation of this House in the last Parliament did not do what it was supposed to do. view
  • 11 Oct 2017 in National Assembly: Hon. Melly, this Motion is going to be passed. Follow it up my friend so that we can help those growers of sugar-cane. With that, I beg to support. Thank you. view
  • 11 Oct 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to add my voice to this Bill. Early Childhood Development is the foundation of education. It has been noted that a child who goes through primary education by skipping nursery school takes a lot of time to catch up with the other kids. It is very encouraging what this Bill brings to the education sector, by making nursery school education free and compulsory. This will compel parents to send their children to school. Right now, many children between the ages of three and eight are loitering in homes. The ... view
  • 11 Oct 2016 in National Assembly: young children who cannot walk for five kilometres. If we can start from the existing primary schools, then I think we will be moving in the right direction. We should reduce the distance that our children walk to school. We can even have a nursery school between two primary schools. The issue of competence and qualification has also been addressed by this Bill. As it is now, villagers just select somebody who knows how to read the ABC chart and can speak Kiswahili to teach the children. Our young children do not get much from such people. On curriculum – ... view
  • 11 Aug 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I stand to support the amendment from the Senate. I would also like to echo the sentiments of the Chair that this is a function which is already devolved. Therefore, the CEC member ought to be involved. view
  • 9 Aug 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I rise to support this amendment because the addition of the words “once in five years” gives a timeline. view
