First and foremost, I want to send a message of condolences on behalf of the people of Turkana South to the families that lost their beloved ones in road accidents on our roads. Even if the other counties will not make it mandatory, I would like the Government to make it compulsory for Turkana because if we do not take affirmative action to such counties, we will not have the next generation. Even if we pass this law, if we do not have water in our schools, we will not enjoy the impact of this Motion.
