Thank you, hon. Speaker for giving me the opportunity to discuss this request, which is based on very sound principles but not backed by facts and figures; very unfortunately so. The principle that we need to borrow to enhance and finance growth is the spirit of our Vision 2030, which is extremely sound. barely above the Kshs1.2 trillion ceiling. Why then are we going to a ceiling of Kshs 2.5 trillion, double what we require? The Report itself indicates that normally we do this by about 50 per cent. This one we are going by 100 per cent. The Sessional Paper indicates that this is merely for planning. Honestly, anybody who has done any planning will realise that you cannot plan by more than double of what you need, and you have calculated. So, why are we going for Kshs2.5 trillion? Thank you, hon. Speaker. I rise to raise some points. I have realized that in this House and, perhaps, in politics as a whole, people tend to avoid principles and go for either individuals or instances. I just want to raise one issue, democracy is based on party politics. It assumes that parties will be independent. Let us take the situation where we are that party that brings their Members or appoints its members---

Hon. Temporary Deputy Speaker, take a situation where you leave out the names or where a party which is in minority appoints a person to any place and you have a party which is opposed to that party in majority in the House. When you bring the matter to the House, that party can definitely overrule what the other party has done. It, therefore, becomes that in a situation where a party is in minority, then the party in majority will always be picking people for them. Thank you, hon. Speaker. Although I think I can read and follow this, the problem is that, as a new hon. Member, you actually get into problems following some Bills. If you really like to contribute after reading and understanding, you get into problems. But the point I want to raise is about the Committee report. I know and I have got it from you now that it is required that the Bill should actually come with the Committee report. But the Standing Order also provides that if that report is not available within the stipulated time, the Bill can ...

Thank you, hon. Speaker for giving me the opportunity to condole with the family of the late hon. Gerald Otieno Kajwang’. The people of Mbita, Homa Bay and Kenya at large are sad. I first met Kajwang’ when his first child was born and I was the pediatrician; I immediately recognised him as a unique person. Not long after that, he was our guide.

He was our guide during the clamour for registration of the University Academic Staff Union (UASU). Gibson Kamau Kuria and hon. Kajwang’ gave us the strength and guidance in the mind frame that the judicial system in Kenya was at the time. Eventually, UASU was registered. I think all university lecturers and the students of the university feel the importance of UASU. That was the work of hon. Otieno Kajwang’. He has made massive contribution in the politics of this country, both in Government and in Opposition; both in Parliament and outside. His legendary humour symbolised in the song Mapambano ...

Hon. Temporary Deputy Chairman, I want to support both amendments that have been proposed. One, “summarily” removes any other process and it does not really add any value. So, I support. For the next amendment, other councils do not normally have badges. People have certificates and that is adequate; so, I support both.
