  • 7 Jul 2021 in National Assembly: Thank you, Hon. Speaker. There is a gap in our interaction with the Executive. It needs to be filled. You will remember that, at the beginning of the 11th Parliament, there was serious discussion and almost an agreement that even though Speakers are not Members of Parliament, we can create a corner where the Cabinet Secretary for Finance could read the budget highlights from and make similar arrangements.   • 7 Jul 2021 in National Assembly: Hon. Speaker, I second. As I do so, I would like to say that this is an extremely important Bill that we are going to pass into an Act of law. Blood transfusion is a service that saves lives. As it is being passed into an Act, it should be implemented. We made some amendments, particularly on the recruitment of technical heads that are required there. It should be done on time. I second. view
  • 6 Jul 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker and Hon. Kamket. As I rise to support this, I want to say two things. We have many provisions in our Constitution that we have not put structures for. It has taken us ten years to put a structure for a Fund that came with the new Constitution and where we had put a lot of money, up to Kshs15 billion. That is unacceptable.   • 6 Jul 2021 in National Assembly: As I support, probably it would have been better to have paragraph three and add “under the same conditions of employment” because number three just says “upon commencement of the work be decreed to be an employee of the NLS”. It would have been better if you said under the same terms of employment. The Member would probably like to add that provision. It would be neater. view
  • 6 Jul 2021 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. As Hon. Owino has said, the danger with ‘or’ is if we put it, then we will have somebody who has management only without medical laboratory science or pathology, which then would be totally off. So, if we feel that that would be too much then the best would be to drop the whole idea of management and leave it at medical laboratory and pathology and then when we come to part (b) then management comes in. view
  • 6 Jul 2021 in National Assembly: Yeah. I actually take the position of Hon. (Dr.) Eseli Simiyu that it is not wise but we can accept it for now. However, when we come to regulations, we should make sure that there is a medical director. I know the fear is that if you establish this position by an Act of Parliament, you are going to have a clash between the Chief Executive Officer (CEO) and the medical director. That position is required. So, we can accept it now but it is something we will have to look at. view

I first want to thank my Vice-Chairperson because when you gave me the instruction to send the message, the Committee was rather stern. I think he has done well to bring that out. I want to commend Dr. Pukose. He has taken a hard task because this Bill touches on all the sectors that you can think of, KEBS and standards in food.
