Machogu, a long serving able District Commissioner during the Moi era, for bringing to this House a very efficient and constructive Report on their benchmarking visit. The reports that are constantly brought by the various delegations that go out, like what Hon. Machogu has brought today, would be best useful to this country. They would benefit us a lot so that we say that the money expended on such trips has been used well, if those reports would be implemented effectively. All the same, I think these are very able Government servants that have been proposed. I want to say that Madam Esther Koimett has had a checkered career in the National Treasury. Thank you very much, Hon. Speaker for giving me this opportunity. Initially, I had intended to oppose this proposal given that there is age limit and we have youth who are struggling to get jobs. We need to open up spaces for them. There is also the need for regional balancing. But in the spirit of handshake, I will support this and hope that the proposed officer, Mr. Kirogo, will use his expertise and experience to ensure that he comes up with a framework of opening up jobs and giving more consideration to the young graduates who are becoming hopeless ...

given his extensive experience and expertise, once he reports to the new office, he will create order such that we can go back to the old system where District Officers were absorbed directly from our universities upon graduation. Recruitment should be based on their qualifications and competence and that it will not involve influence peddling causing us to walk to the Office of the President to lobby him or certain officers get people who have worked so hard who now merit appointments to be appointed.
