Speaker, I am saying that it is true that you did recall this House through a special Gazette Notice, and the reason why you did this was for us to dispense with the matters that have been laid on the table by the Chair of the Committee on Defence and Foreign Relations. Up to this morning, we have been unable to access these Reports from the Table Office. view
  • 10 Sep 2014 in National Assembly: I want to raise a point, hon. Speaker, if you indulge me, without pre-empting the order of business this afternoon. This Committee has taken more than two weeks to discuss this matter. If we are to debate this matter this afternoon, it will mean, therefore, that Members will not have had enough time to interrogate these Reports. My plea is that, perhaps, we adjourn again and get enough time to go through this reports, so that we will debate them from on an informed basis. view

  • 27 Aug 2014 in National Assembly: Hon. Deputy Speaker, I am rising on a point of order because as you are aware, this morning we rushed through the Order Paper and skipped some Orders. However, that is not my issue. I am rising under Standing Order No.47(3)(b), which is well known. The substantive Speaker has over the time on a number of times ruled that we can rise under this Standing Order at any time. view

Deputy Speaker, I stand under that Standing Order because in respect to what you call “the County Government (Amendment) Bill 2014”, which was dealt with as Order No.9 today. This amendment Bill has been proposed by hon. Adan Keynan and I am aware that it is now past the First Reading, and it is due for Second Reading any time soon. view
