  • 15 Nov 2016 in National Assembly: in the entrenchment of devolution. As we all know, devolution is one of the greatest gifts that have been bequeathed to us by this new Constitution. Unless we entrench it, Kenyans might not benefit from it. The county assemblies have been operating in some kind of vacuum, legally speaking. This Bill goes a long way in creating an enabling structure or framework for the county assemblies to operate effectively. The three key roles of the county assemblies, just as it is for the National Assembly are legislation, representation and oversight. For the county assemblies to undertake these three very vital ... view
  • 15 Nov 2016 in National Assembly: I want to conclude by saying that even though we have had very many issues, I believe they have arisen as a result of these weak structures. I hope that the coming into being of this Act - when it is finally assented to by the President - and the structures created will enable county governments operate more optimally, effectively and efficiently. This will ensure that we stop talking about corruption which is devolved once and for all. It is sad to talk about corruption which has killed this country for the last 55 or so years. Because we have ... view
  • 26 Oct 2016 in National Assembly: Thank you very much, Hon. Speaker, for according me this very important opportunity to add my voice to this matter. From the outset, I wish to oppose this Bill. I am very clear in my mind about what I am doing. You will recall that when the other Bill was brought before this House, none other than the leader of my party, the Rt. Hon. Raila Amolo Odinga, came here to rally his Members to vote for that Bill. view
  • 26 Oct 2016 in National Assembly: Therefore, from the position of my party, I had no other alternative but to support it. That was very important, but from a personal perspective, I want to remind ourselves of the words of the great President of the United States of America (USA), Barrack Obama, when he visited us here some time back. He addressed us at Kasarani. If I recall clearly, he said that you do not expect to achieve much if half of the members of your team are kept inactive. The women of this country constitute about 52 per cent of the population. What we are ... view
  • 26 Oct 2016 in National Assembly: Yes, the Chepkong’a-led Committee is mischievous, to say the least because when you say “progressive”, you have no end to it. It can go on forever until, perhaps, this generation is gone. What shall you have done? You will in effect have circumvented the The electronic version of the Official Hansard Report is for information purposesonly. • 26 Oct 2016 in National Assembly: requirements of the Constitution that we all swore to defend. Therefore, I want to plead with my colleagues that we have a historic moment or a historic opportunity to stand up and be counted. As a country, we cannot afford to remain behind. We cannot live as an island. Many progressive countries have taken the direction the Constitution is demanding that we take. Why on earth would we want to remain behind as a country? With those very many words, I wish to oppose, totally, this Bill. I plead with my colleagues to join me. Thank you. view
  • 25 Oct 2016 in National Assembly: On a point of order, Hon. Speaker. view
  • 25 Oct 2016 in National Assembly: Thank you, Hon. Speaker. I want to comment on the Petition presented by Hon. Jude Njomo. This Petition raises very fundamental issues in so far as manufacturers or companies treat their employees. The right to safe working conditions cannot be taken away by any person. This Petition should be looked at very critically and expeditiously. The second issue raised in this Petition is on tax evasion. Tax evasion is tantamount to economic sabotage. In many jurisdictions, people accused of such a crime are subjected to public execution. For many years, we have been made to believe that Bidco is doing ... view
  • 12 Oct 2016 in National Assembly: Thank you, Hon. Speaker. I wish to speak to the matter of China Road and Bridge Corporation. Just like my other colleagues have pointed out, it is clear that one of the key obligations of any business entity is to support the local communities who have given them an opportunity to work. One of the things that baffles us is why, for instance, the relevant Ministry would be issuing out work permits to people who are virtually unskilled and nearly laborers. They come and compete with Kenyans for jobs which anybody can do. Jobs which do not require any specialized ... view
  • 4 Oct 2016 in National Assembly: Thank you, Hon. Speaker. I would like to make a few comments on this matter. I agree with my colleagues that this is a serious matter that requires more attention than we are giving it this afternoon. What we have been told here is just a tip of the iceberg as far as KQ is concerned. I am convinced that Dr. Titus Naikuni and Mr. Ngunze are the “small fish” in this circus. The real sharks have continued to hide in the background. The real sharks are people who control the power of the State. Given time, I will demonstrate ... view
