  • 3 Aug 2016 in National Assembly: As we speak, we are seeing signs in the country of money changing hands; free money flowing. These are things we have seen before. During the Goldenberg scandal, we saw money moving around the country that ended up subverting democracy in this country. We want the matter of Eurobond to come to a close. The only way to do this is by getting a clear report from the Office of the Auditor-General and this House acting on it. I, therefore, urge you to give a directive to the relevant offices for this report to be brought to this House as ... view
  • 2 Aug 2016 in National Assembly: Hon. Speaker, thank you very much for this opportunity. Today you will hear my voice once again. I just want to comment on the Senate amendments, and more specifically, the amendments to the Schedule. I agree in totality with the Senate in proposing these particular amendments. We have the National Biosafety Authority which is recognised by law to carry out these authorisations. More important is the fact that if this Bill was to pass as it was, we would have given Parliament an administrative and technical job, which it is ill-equipped to perform. Therefore, I agree in totality with the ... view
  • 27 Jul 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity. At the outset, I want to support the Bill as proposed by my good friend, Hon. Jude Njomo. It is common knowledge that the banking sector in this country has run amok. In fact, you could say it has become a law unto itself. This Bill is very timely. In fact, it is one way of reining in those banks. What I have seen happening is that over time, the relationship between banks and customers has been that of a master and slaves. That is not sustainable. Banks have ... view
  • 30 Mar 2016 in National Assembly: Thank you, Hon. Speaker. I also wish to support the Petition by Hon. Waititu and underscore what my friend, Hon. Kemei, has just stated. It is critical that the designers of these roads have in place safety mechanisms. As I support this Petition, I must also recall that I did a more or less similar Petition in 2013 concerning the state of the road in my constituency between Madeya and Ligega trading centres and the requirements for bumps. To date, nothing has happened. It is important that this matter is taken seriously because we continue to lose lives every day ... view
  • 23 Mar 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I also wish to support this Petition. I heard the Member talk about the road leading to the park and that it was tarmacked some time back. At least that was tarmacked some time back. To say the least, the state of roads in this country is deplorable. We must also start asking ourselves questions. Remember there was the project of 10,000 kilometres of roads, which was rolled out by the Jubilee Government. That project has since collapsed and no one is coming forth to tell us exactly what is happening or what the road ... view
  • 23 Mar 2016 in National Assembly: The situation of roads in my constituency is terrible. In fact, roads in the entire Siaya County are terrible. If this is a replication of the state of roads across the country, then we are looking at a situation which requires the intervention of the highest possible office in the country. We need to be told what is happening. Is there no money? Since this administration came into power three years ago, no single inch of tarmac road has been done in this country. We are asking ourselves: Where are we heading to as a country? How do we intend ... view
  • 23 Mar 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I want to support this important Motion and thank Hon. (Ms.) Gladys Wanga for thinking wise to initiate it. It is a fact that cancer is a leading cause of deaths not only in this county but in the whole world. As was aptly put by Hon. (Prof.) Nyikal, cancer can be detected earlier, and if so, it can be treated and managed. We are in a stage in this country where when one is diagnosed with cancer, it is like a death sentence and one resigns to fate and waits for death. That should ... view
  • 23 Mar 2016 in National Assembly: Thank you, Hon. Speaker, for giving me this very rare opportunity to contribute to this very vital Bill. It is rare because we hardly talk about the Division of Revenue Bill. I support the Bill. I have to because it talks about dividing revenues between the county governments and the national Government. As I do so, it is important to make a few remarks. First, I take note of the fact that the total allocation to the counties is about 32 per cent of the last budgeted revenues of the 2013/2014 Financial Year. It is still an issue. For how ... view
  • 23 Mar 2016 in National Assembly: It is the Auditor General’s (AG) Office. I am being corrected by my Chairman, Hon. John Mbadi. view
  • 23 Mar 2016 in National Assembly: I am guided. Hon. Speaker, that office needs to have teeth if it is to rein in the matter of wastage of funds at both levels of Government, namely, national and county government. I am looking forward to seeing a more strengthened AG’s Office if we are to play the oversight role that we are supposed to play as a House. Corruption remains the single most important impediment to our advancement in development as a county. The electronic version of the Official Hansard Report is for information purposesonly.
