Mr. Deputy Speaker, Sir, that is very well said and I thank the hon. Assistant Minister for having traced the whereabouts of our computers. As I am speaking now, I have just got in touch with the headmaster of Gendia Secondary School and he has told me that M/s Bell Atlantic called them last week telling them that the computers were on a truck. Gendia Secondary School and Nairobi is only four-and-a-half hours drive. If the computers have not arrived since last week, it means, therefore, using statistics, it indicates virtually that there was no delivery and they are just ...

Mr. Deputy Speaker, Sir, the Assistant Minister in his first statement made it very clear that they are going to take the supplier to court. However, in the last statement just before he sat down he said, “Maybe”. I need to know exactly what he means and when Gendia Secondary School can get their computers because this has taken too long. Also, the Ministry of Education should come out very clearly and tell Kenyans when secondary schools will be equipped with computers. This task has been going on and off. On a point of order, Mr. Speaker, Sir. It is not a question of arresting the officers. Could the Minister put a notice in the newspapers, so that everyone can see it and when the officers ask applicants to pay the money, they can show them the advertisement?

Mr. Temporary Deputy Speaker, Sir, the principal objective of this Bill is to amend various laws that contain offences relating to protection of communication and energy apparatus from damage and vandalism so as to make the offences stiffer and thus deter vandalism of those apparatus. The Energy and Communications Law (Amendment) Bill, 2011 primarily seeks to recognize vandalism as an economic crime and for that matter, proposes stiffer penalties for those who are convicted of related crimes.
