How do I explain myself? I withdrew, of course, with the support of the committee. I had consulted them. There is absolutely no question that was asked to the Chair, that is me, on whether the other Members had agreed. But that notwithstanding, I only want to appeal to you, Chair, let us follow the procedures and the rules of the House.

Hon. Speaker, I rise on a point of order under Standing Order No.96 which states, “A Member who wishes to postpone to some future occasion the further discussion of a question which has been proposed from the Chair may claim to move “THAT, the debate be now adjourned”. Hon. Speaker, the reason I am doing this is because when I look at these two names and for purposes of clarity, I heard hon. Jakoyo say that one is from CORD and the other one from Jubilee. Hon. Temporary Deputy Chairlady, if we can leave politics out of these matters, we will do this country a lot of justice. My Committee sat with the stakeholders with a view to getting some kind of consensus over these issues. We have done all we could. Therefore, I would like to ask this House that we proceed, so that we can make whatever amendments we have.

Hon. Temporary Deputy Chairlady, I want to inform the House that yesterday and the day before yesterday, we had some very good meetings with the Media Council. We came to some kind of compromise and agreement. This morning, we met the CIC and the Office of the Attorney-General, so that we could look at the amendments proposed by the Committee. Indeed, the CIC termed some of them unconstitutional. That notwithstanding, I realise that we do not have the requisite numbers today. Accordingly, I wish to withdraw these amendments in totality. I hereby withdraw all the Departmental Committee’s amendments.
