  • 5 Dec 2019 in National Assembly: This is an important Treaty. It was developed by the Organization of Economic Co-operation and Development and the Council of Europe in 1988. This followed the global crisis when G20 London Summit in April, 2009, directed that the convention be opened for signatures to developing countries, to enable them benefit from the new era of transparency. This is in relation to some alleged pending Bills in the Ministry of Defence. The Statement is very lengthy but, I have supplied a copy to the Member and I will table this one in the House. view

Overall, they said they have no pending bills. When the Member sought the Statement, it was actually the day we had just adopted, as a Committee, the Supplementary Budget Estimates I for the Ministry. Even in that Supplementary Budget, they had confirmed that they had no pending bills.   • 4 Dec 2019 in National Assembly: placed an advertisement in the newspapers for proposals on preliminary designs of some barracks and many contractors (all Kenyans) send their proposals. Before the preliminary design was completed, the Ministry terminated that project. They did this before entering into a contract with any contractor and so there were no tenders awarded. So, no money was spent and they owe nobody any pending bills. We discussed with the Member and he has a copy of the Statement. I think he is satisfied and that is why he has not come for it. view
