  • 28 Oct 2014 in National Assembly: Mr. Temporary Speaker, Sir, I was expressing my opinion, but I referred to the Senator for Makueni as Sen. Mutula Kilonzo Jnr., although I only refer to him as the Duke of Makueni. It is a just a tongue that praises in case Sen. Sang has forgotten. Under Article 96 of the Constitution, we are aware that this Senate represents the counties and serves to protect the interests of the counties and their governments. It is very timely that we should have an amendment that provides to protect the interests of the counties. This amendment will provide for transitional provisions ... view
  • 2 Oct 2014 in Senate: Thank you, Mr. Temporary Speaker, Sir, for giving me this chance to also make my contribution. I rise to oppose this Motion. The Mover and Seconder of the Motion have not given us justifiable reasons why the Senate should adjourn when we have just come back from recess. We know that under Standing Order No.211, the Committee on Devolved Government is established to deal with certain issues, and you, Mr. Temporary Speaker, Sir, are the Chairperson of that Committee. Standing Order No.211 reads as follows:- view
  • 2 Oct 2014 in Senate: Thank you Mr. Temporary Speaker, Sir. I was stating my opinion on how I felt about this issue. When we had a very serious issue on the impeachment of the Governor for Embu, this House decided, in hindsight, to assign a committee to look into the issues. The whole House did not adjourn to look into the issue. We have had serious issues of insecurity in this country. We had the recent unfortunate cases of Lamu, Wajir and Mandera counties. This House did not adjourn to interrogate those issues as a Senate. I think that time has come for us ... view
  • 2 Oct 2014 in Senate: Thank you, Mr. Speaker, Sir. I also support this Motion and commend my sister, Sen. Fatuma Dullo. This is a very important Motion and I am happy that the Mover has requested that the Senate directs the relevant Committee, which is the Committee on Devolved Government, to deal with this matter. It is not only in Isiolo County where there is serious disconnect in the county assemblies. As I speak, in Kisii County, the Members of the County Assembly have serious issues with the Speaker. There is a serious disconnect that is almost paralyzing the workings of that county. I ... view
  • 25 Sep 2014 in Senate: Thank you, Mr. Temporary Speaker, Sir, for giving me this opportunity so that I can contribute to this Motion. I would like to congratulate and commend my sister, Sen. Ongoro, for bringing a Motion that really touches on the very core of the family. These are our children and it is said that one in every three households is faced with problems and issues of pre-teen and teenage pregnancies. This has arisen because the social norms of our society have now been eroded. African traditions and customs are no longer being followed. If you go back to the rural areas, ... view
  • 25 Sep 2014 in Senate: , WhatsApp, et cetera are ills on the social media. They are taking our children to the wrong direction. In fact, they are draining them. If you go through Facebook you will find that out of say, ten stories that are being circulated on Facebook, one is on explicit sex. You are being shown pictures of naked girls and even explicit pictures of how to perform. Social media is ruining our children in this country. Mr. Temporary Speaker, Sir, I do not know why the Government cannot regulate content in the social media. In other countries, for example, the Arab ... view
  • 23 Sep 2014 in National Assembly: Mr. Speaker, Sir, I would also like to thank the Chair of the Agricultural Committee, the King of Meru, for coming up with this innovative way of dealing with issue of the Senate especially when we are answering to questions instead of waiting. As Sen. Murkomen said, we should take the initiative and meet the real stakeholders. I come from a region in Kisii County where, because of the problems bogging the tea industry, farmers are actually uprooting the crop because it is no longer viable. Therefore, this is a welcome opportunity especially for the real stakeholders to meet and ... view
  • 23 Sep 2014 in National Assembly: Thank you, Mr. Speaker for giving me this opportunity to contribute. I would like to commend my sister, Sen. Elachi, for raising this matter which is very important in this Senate. We created the County Public Accounts and Investments Committee (CPAIC) in exercise of our constitutional rights under Article 96(3). It says: “The Senate determines the allocation of national revenue among counties, as provided in Article 217, and exercises oversight over national revenue allocated to the county governments.” Mr. Speaker, Sir, for this very reason, this is a mandate that cannot be shared with any other organ of State, including ... view
  • 22 Sep 2014 in Senate: Thank you, Madam Temporary Speaker. I am seeking a clarification to that question asked. What is the relevance of the name of the former Cabinet Secretary, the Hon. Charity Ngilu in that question? Why is her name coming up, when clearly know that we The electronic version of the Senate Hansard Report is for information purposes only. • 22 Sep 2014 in Senate: Madam Temporary Speaker, I do not think the distinguished Senator from West Pokot heard what I said. I said our illustrious son from Kisii who is the Acting Cabinet Secretary in the Ministry of Lands, Housing and Urban Development. I did not say that the illustrious son happens to be a Gusii. I said our illustrious son who is a Gusii from Kisii. That is a fact that is known in the public. I am merely stating a fact. view
