  • 7 Mar 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the opinion polls must be scientific and transparent. Many are the times that we have heard Kenyans complaining anytime polls have been published; wondering who it is that was asked those questions, what question was asked and what the sample size was. This legislation is calling for the disclosure of that information, so that we, as Kenyans, have more faith in those results, and be able to benefit from them without what has been going on. There has been a lot of suspicion because there is that fear that polls have been financed by people ... view
  • 7 Mar 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it is also important that the framed question is also understood by the consumers of the results, because once you get the question as framed, you will know what kind of answers are expected. More importantly, the results or data that is obtained from that polling exercise should not be used for different view
  • 6 Mar 2012 in National Assembly: Mr. Speaker, Sir, these are problems that the KBC has been simmering for over a year. The answers that the Minister has given are lacking in terms of time span. Could he inform the House what the timing will be like? Within what time must we get the KBC upgraded? He has talked about Kshs800 million, what have they done and within what time limit? His answers are lacking in terms of when they are even going to finish the issue of auditing and rationalization of the staff, so that we do not find ourselves waiting for another one year. view
  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, what the Member for Yatta has asked the Assistant Minister is a pattern that is evident in other places like Ndaragua, in a place called “Shamata”. The killings happened more than three weeks ago. The assurance that the Assistant Minister is giving – that arrests will be made within two weeks – is not view
  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, could the Assistant Minister also convince this House that he requires time up to next week because this matter came to the Floor of this House sometimes last year when there was a disquiet within the KBC? Secondly, there was a letter that was sent and received by the Minister on 25th January on this issue. Given that it has now taken more than three weeks, he should have addressed the issues raised then because the issues we are asking about are the same issues that had been raised by the employees three weeks ago. view
  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, I can table this letter that was received by the Ministry of Information and Communications on 25th January, 2011. It was addressed to the Managing Director and a copy received by the State Law Office on 25th January, 2011, meaning that they had adequate time to address the issues and they should not have asked for more time. view
  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, I want to thank you for the opportunity to speak to this Motion. I want to oppose that amendment to the Motion. Mr. Speaker, Sir, many things have been said by my colleagues on what the Committee did and should not have done. But it is now apparent that the drafters of the Constitution had foreseen what is likely to continue happening. At any given time, if Members of Parliament were to be entrusted with the work of delimitation of boundaries, we will never agree or do any service to this country. It is important that we ... view
  • 23 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, I am sure that the Assistant Minister is aware that the Mau Mau left the forests. So, there will not be anybody using the water upstream. However, is he in order to tell us that there has been a long dry spell when we actually had excessive rain in this region? The problem cannot be assigned to a dry spell that has not been there, unless the Assistant Minister is able to specify. view
  • 23 Feb 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I think I know where Dr. Bonny Khalwale is coming from. I have maintained that there is no work that the Senator will be doing and he is trying to look for work for the Senator. I think we should do it in a tidy manner. I oppose. view
  • 21 Dec 2011 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to contribute to this Motion. From the outset I want to say that I support the Motion for Adjournment. Mr. Deputy Speaker, Sir, I can see you are smiling. I do not know why you are smiling because you are not one who smiles without good reason. But I think it is important that we agree that we have been here for a while. Even any pretence that we want to be here longer because we are waiting for a particular Bill, really, in a short while, there will ... view
