Incidences of school children being knocked down by vehicles on our highways are on the increase. We also have an increased infrastructural development in the country. Mbarire said. We need to ensure that we are legislating for the whole country. The fact that many of us in this House have degrees does not mean that we lock out every other person out there who has quality. We have debaters and legislators who have been here without any degree who have made immense contribution to the legislative agenda of this country! view

Mungatana has a basis, but even as we consider those fears, it is important that we end up with a legislation that allows economic growth in this country. By and large, the overriding factor should be that we do not stifle economic growth. Why is it that we are having these county governments? We have the second economic and transport corridor that is going to run from Lamu all the way to Juba. Any legislation that we put in place that seems to stifle that kind of a project must be resisted at this level. view
