On a point of order, Mr. Chairman, Sir. I think this whole thing has nothing to do with being a fresher in this Parliament. Secondly, this whole exercise has nothing to do with defeating one another. I just want to draw the House to the fact that I had also proposed an amendment to the Fifth Schedule which is actually the same as what Mr. Abdikadir has done and going by your earlier direction, it would certainly fail. Mr. Temporary Deputy Chairman, Sir, a few hours ago we said that this requirement of ten yearsâ experience is discriminatory. If we are to be consistent then we should allow five years just like we did in the other Bills.

Mr. Temporary Deputy Speaker, Sir, given the fear that the Member for Mosop has relayed here, that there is a likelihood of the Minister performing the same irregularity that the Member of Parliament is complaining about in between now and the date that he has given, could he then consider giving an undertaking that a status quo will be maintained until that Statement is given, so that he does not use this House to perform an illegality while he blames his officers in the Ministry?

Mr. Temporary Deputy Speaker, Sir, I want to appreciate the Statement by the Minister. I think he is the only Minister with a Permanent Secretary vying in presidential election come next year. I hope the Permanent Secretary has time for these matters in the Ministry. The net effect of a school being upgraded from provincial to a national school is giving away slots that would have otherwise been available to the locals. The national schools are within an area, but they never get to benefit the locals because they take students from far and wide, and for good reasons. There ...

On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for Mr. Mbadi to object to one of the schools from his neighborhood being made a national school, while he and others have been on this Floor asking for more national schools to be created, especially away from central Kenya?

Mr. Deputy Speaker, Sir, could the Assistant Minister confirm whether the Government has a policy on squatters? They cannot be developing a policy this late in the day? The issue of squatters has been with us since 1963. Dealing with it in a haphazard basis will not help this nation. I have squatters in Ndaragwa. Does the Government have a policy? How are you implementing it?

On a point of order, Mr. Deputy Speaker, Sir. Is the Assistant Minister in order to hide under the dispensation of the new Constitution? I am asking him whether the Government has a policy since 1963. The Ministry should be having a policy. You should be telling us that you are at this level of implementation.
