Having said, it is important that the Ministry pays attention to the allocation of the CDF. The factors that have been used in the past to allocate the CDF have not been extremely fair. We hope that the Ministry will live up to that billing. We want to see some improvement in their work.

Mr. Deputy Speaker, Sir, during the recess, it is important as Members of Parliament to take time to educate our voters on the provision of this new Constitution. As we are doing that, we also need to wake up to some of the provisions in the Constitution. For example, there is Article 77(2) which says that any appointed State Officer cannot hold a political office. Mr. Speaker, Sir, I would want the Minister to clarify; when President Al-Bashir was being sworn in after the recent elections in Sudan, were we invited and did we attend? If so, who attended? Also were there representatives from the United Nations Security Council?

Secondly, there is this AU organization and one of the paragraphs says that:- âThe AU Commission further notes that the decision by the Pre-trial Chamber was made strangely in respect of expected attendanceâ. It is good to know what is strange about that pre-trial.

Mr. Temporary Deputy Chairman, Sir, looking at Head 716, I know that, perhaps, the breakdown of these items is contained elsewhere. However, it will be important if the Minister could shed a little light on how the various water boards will be sharing out this Kshs17 billion. I seek this clarification because I think my constituency falls within the Rift Valley Water Services Board. I want to appreciate the help that we received from the Permanent Secretary and the Minister. I am specific on Head 716, Mr. Temporary Deputy Chairman, Sir. Given that I am under the Rift Valley Water Services Board, how much of this money is going to this Board? Secondly, I know of the water services board in my area when looking for sources of water but not when supplying water.
