  • 15 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, I wish to seek clarification from the Assistant Minister. Certainly, the REP is helping in some areas, but what is the Ministry doing to avoid quotations being given to those who apply individually? We have situations where people are being given exorbitant quotations, because the engineers have not moved to the ground to do proper design, so that they can come with appropriate quotations. view
  • 15 Oct 2008 in National Assembly: asked the Minister for Agriculture:- (a) how much money has been lost by the Pyrethrum Board of Kenya (PBK) from year 2003 to date; and, (b) what action he has taken against the persons responsible for the losses considering the adverse effects on the farmers. view
  • 15 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, I appreciate that the Assistant Minister comes from a coffee growing area while I come from a pyrethrum growing area. I do not know whether you have heard that the amount of money that the PBK lost is Kshs2.3 billion. It will be important for this House to be told how much money was paid to the farmers during that time. When did this theft go on and who were the people in charge? view
  • 15 Oct 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The Assistant Minister is answering his own question. The question is: How much money was paid to the farmers during the time this Kshs2.3 billion was stolen and who stole the money? view
  • 15 Oct 2008 in National Assembly: Thank you, Mr. Chairman. I have looked at these issues of development. From what we have been given, there is Nyandarua District. The only amount of money allocated to Nyandarua District is Kshs6 million. That money is coming from the European Union (EU). The Government of Kenya intends to do nothing for the coming 12 months in Nyandarua District. If you compare it with the districts that are next to us, Kirinyaga has been allocated Kshs96,128,746, Nyeri has been allocated Kshs105 million and Murang'a has been allocated Kshs18 million. If you go to a district like Kisii, it has been ... view
  • 15 Oct 2008 in National Assembly: Mr. Chairman, I appreciate the answer from the Deputy Prime Minister and Minister for Local Government. I have no doubt that what he has promised will be done. But that does not allow me to feel totally rested. He may have gone to the Ministry much after some of the work had been done. But we have the technocrats in his Ministry. What is it that they consider when they are allocating the money? They are the ones who have come up with this document. You have to keep on turning it up and down so that you can read ... view
  • 15 Oct 2008 in National Assembly: Madam Temporary Deputy Speaker, I want to thank the Minister for that generous donation. Madam Temporary Deputy Speaker, I have two things to contribute on this. One is that the drafter may have mixed two issues. There is the issue of compensation to victims because of floods and compensation to victims because of having lost land. I would have no problem if the Government is asked to compensate for land that is lost. However, if we go to the issue of compensating individuals in this country for natural disasters, then we will get ourselves into situations we cannot manage. Madam ... view
  • 8 Oct 2008 in National Assembly: Thank you Madam Temporary Deputy Speaker, for giving me this opportunity to contribute to this very important Motion. I want to start by congratulating Mr. Mututho for thinking about this and bringing it to the Floor of the House. I am a son of a former Mau Mau fighter. My father was detained twice. It was by the grace of God that he did not die under the very cruel hands of the British colonialists. So, as I stand to speak here, I talk from a point of a person who has had it, felt it and knows what it ... view
  • 6 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, those who do not perform must give way for those who may be deemed to be performers. It is important that this is done within the laid down legal framework so that we do not have a cyclic affair of things. I have a letter here addresed to the PS, Ministry of Water and Irrigation. This letter deals with some of the appointments that the Minister has just alluded to. This letter clearly states:- "...the board of the statutory corporations. The water sector should, therefore, be advised to initiate recruitment of their respective Chief Executives through ... view
  • 6 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, the Minister is talking of a Fund that is controlling a lot of money that needs to be given to this country. The person who is appointed has managed other boards. The fact that others have come on board does not mean that this particular one needs to get cover to go and mismanage yet another board. We have also been told of Eng. Gakubia who has been appointed as one of the directors of water services. Eng. Gakubia has been appointed and he will supervise people who are much senior than he is. Section 54 ... view
