Thank you, Hon. Speaker. I want to let the former Leader of the Majority Party know that the county headquarter for Nyandarua was taken by Laikipia and he is totally out of order to mislead the House and the nation that there was no policy. The policy was that Nyandarua having lost its county headquarter to Laikipia and any county that did not have a county headquarter done by the former national government required to have been provided with a county headquarter. I do not want to say much, but allow me to add that at the beginning of last year when the first Report of the BBI came out, we became over ambitious as the Constitutional Implementation Oversight Committee (CIOC) and we asked ourselves questions we are asking now. It will do away with the Act that has been in operation since 1967. This reminds us, as Members of Parliament, that there is a lot that still needs to be done for us to implement the Constitution 2010 in any manner or shape. As a Committee, we are aware of very many such pieces of legislation that still exist, and which have provisions that do not help because of what we passed or gave ourselves as a country - the Constitution of Kenya 2010. I will never stop asking the leadership of this Parliament to think hard on the role of ensuring that the Constitution of Kenya 2010 is implemented. When we passed the laws or Acts that were provided for under the Schedule, we took a back seat. Those are the laws that we needed to pass within three, four, five or ...
