So, even as we talk about Sessional Paper No.2 of 2018, I see that one of the objectives is to get the public involved in fighting corruption. It is important that the Executive makes sure that it does not fail Kenyans. The public should get the feeling that, yes, there is goodwill, commitment and dedication to fighting corruption. I am shocked because I think as a Chair, I can also get some little bit of latitude when we are making some of these contributions. Anyway, I was just saying that I support this Motion. It is useful and we need to make sure that corruption is fought at the devolved level. Without a coordinated approach, this is a war that we can easily lose. Those who are involved in corruption have a way of fighting back. We need better laws to help these commissions move forward.

Thank you, Hon. Speaker. I stand to second. As the Chair of CIOC and members of the committee, we are ready and willing to do as is required by this Parliament. When we were drafting the Bill, we had opportunity of consulting far and wide. So, it is in order for us to get that period shortened because quite a number of people were involved in the drafting of the Bill. We should be able to move to the second stage as quickly as possible. Thank you, Hon. Speaker. I second.

What was delivered at the Supreme Court during the 11th Parliament was not a judgement. It was an advisory opinion. I think it is important that we get it right. Secondly, if we allowed the appointment of the Attorney-General to be done through a joint committee, it can easily be challenged in the constitutional court and the Attorney-General can easily be declared as being unconstitutionally appointed into office. governments but not how much the national Government and devolution get. That is not their role. That is the role of the people’s representatives. These issues are very clear, but there are people who have decided to confuse others on that. I agree with what was suggested. This whole debate happened in Naivasha. It is true that at one point, we agreed that the Senate will be meeting four times in a year. Thank you, Hon. Temporary Deputy Chairman. I support this amendment. I think it is important to make it clear because we will soon be bashed that we are providing things we do not deserve. One, if you are talking about catering, this is a service we pay for. Two, when you go out and visit other jurisdictions, we are actually embarrassed to invite them back home. The services in our Parliament do not match theirs. Kenyans need to understand that when we say that better services need to be offered, it has nothing to do with making our stay better. ...

When we were dealing with the status of the implementation of the Constitution… We have three arms of the Government. While we have gone to give the examples of other commissions, including the Human Rights Commission and the Ethics and Anti-Corruption Commission, we can only compare the Parliamentary Service Commission to the Public Service Commission and the Judicial Service Commission.
