It may do some damage to my back. All the same, I wanted to commend the Senate for living up to the expectations of Article 96 of the Constitution. It clearly spells out their role which is to concern themselves in matters counties.

There are many issues that are pending to date. It is almost 10 years since we gave ourselves a new Constitution and I must say there are many Bills of this nature that the Senate needs to do. County governments are not functioning as they should. A good example is from those of us who had the opportunity of attending the Madaraka Day celebrations at the county level.

You could clearly tell something is completely wrong. You saw governors trying to inspect the guard of honour, take the salute from the persons forming the parade. Those are functions that are clearly not meant for them. The recruitment of an attorney would really help them because they would be told what they should do and what they should not. If that happens, we expect that those who are responsible and reasonable, and those who know why they were given votes will do as provided in the law. Thank you, Hon. Temporary Deputy Speaker. I could literally hear Hon. Wanyonyi from where I am and he does not even have the microphone. So, you can imagine how loud he was. I was saying that members of county assemblies, where I was, displayed some level of ignorance. They do not differentiate between county projects and national projects and that their role is to oversee. Thank you, Hon. Temporary Deputy Chairlady. I hear Hon. T.J. very loudly. Out there, even in Ndaragwa Constituency, if you play around with the gaming industry, you will kill a society. If we can push it to even Kshs40 million, the better it will be. We do not need gaming at all in our constituencies. But since we cannot kill it that easily, let us use the penalty to keep them out.

I commended the President yesterday for the exposition of the public policy that he delivered in this House and his desire and commitment to fight corruption. I know that we are struggling with getting an opportunity for Members of Parliament to be appointed. One of the reasons the Cabinet Secretaries (CSs) were removed from the Floor of the House is because there was that tendency before that they would develop their constituencies first before they go to other areas. That persuaded Members then that we needed to have CSs from outside Parliament. I do not think it is useful anymore given what we are going through. I can see my time is up. The President’s Address was timely and good. We need to support it. However, even as we talk about the Building Bridges Initiative (BBI), let us not overpromise because you can only deliver at a certain level within the provisions of the Constitution. We are overpromising through the BBI which is dangerous for this country.
