Kshs5.9 billion. The amount spent by the time this Report was done is Kshs1.7 billion and out of the Kshs5.9 billion, there is a whole Kshs3.91 billion that is still unspent. However, when you read page 18 of the Report, there is a paragraph that seems to suggest something different. It is important to commend the Committee that they have done a good job to file a status report. It is good that we also encourage the Government that we need this kind of a barrier along the wall so that we have controlled flow of people, but also to ensure that we are also not killing the trade that is in between the two countries. The debate on construction of these barriers is all over. If you go to CNN, this is one of the major things that Trump is dealing with now to a point where he had to declare a state of emergency in the USA so that he could get money to put up a wall. There are many reasons that have been adduced there and I can hear the same kind of debate from this Floor. I want to go on record as having supported this Report. It is a useful Report to us. It is allowing us as Members of Parliament into this debate. I would not have known that we are doing this kind of wall was it not for this status report. I really commend the Committee for having done this. In conclusion, let us not also use the Floor of the House to sensationalise issues. Kenyans out there are very concerned about how we are using resources in this country. My understanding as to why we have independent and constitutional offices was because of where we came from under the old Constitution. We have constitutional offices because we need to shield them a little more than it was, perhaps, under the old Constitution. IEBC. They already have problems and so, we need to be very careful as we deal with issues relating to IEBC. I think we need to ensure that instead of looking for a shortcut to remove the commissioners, we allow Article 251 to operate. There is the concern of the speed with which this whole process is being moved. One of the other major concerns that we have as Parliament is that the Executive moves too slowly. So, when they show some speed, we should be happy.
