We can tell that one, two or three counties already look like they are generating some economic activities from where they are. Why do we have nominated members to the county assemblies whom we have provided a way of occupying space in those assemblies in the Constitution? It was not for them to be grouped together by the governor and they become a whip against the people who were voted for.   • 29 Nov 2018 in National Assembly: Let me say this for purposes of clarity; when a governor takes the nominated MCAs and forms them into a group and then he adds another five or 10 who were elected, he has enough assembly to run the county against the wishes of the many because those who were voted for would not have a voice in that assembly.   • 28 Nov 2018 in National Assembly: I have heard the Member for Suba North talk about sexual harassment as one of the reasons that need to be punished. I agree with her. However, the only thing is that we have to be careful, so that we do not punish the same lady who was looking for a contract. When the drafting of the Bill is being done, it is important that better attention be paid to existing legislations and Acts of Parliament, so that we are not seen to be doing things that will increase a lot of administrative work. The question which begs for an answer is: Which is this central point where these Acts or Bills are drafted?   • 28 Nov 2018 in National Assembly: We need to penalise people who sign contracts but not just those in office. The Act must provide penalties for people who get us into contracts that are either dubious, not workable or bad ones that make us lose money. This is provided in the Public Procurement and Asset Disposal Act. However, this Bill may need to go to the point of clearly saying what happens to such contracting officers. They can be delaying contracts. view
