  • 3 Mar 2015 in National Assembly: done at the end of the years but the Auditor-General could still find unsupported payments. There were also issues of undisclosed expenditures. In one instance, for example, the Auditor-General reported receiving for audit review, unsupported copies of payment vouchers that related to hefty confidential security expenditures during Financial Year 2012/2013. Disclosure was made on only a small percentage of the confidential expenditure. There was no reason given for the exclusion of the same. All these details were picked up by the PAC.   • 3 Mar 2015 in National Assembly: An issue of serious concern to this Committee is weak internal controls. We could not understand why some Ministries would have weak internal controls. Very good recommendations were made. I am sure that if we follow the recommendation of the PAC of the Eleventh Parliament, we will be able to move forward as a country. Let me appreciate and thank, as we close our Session, the hon. Speaker of the National Assembly, hon. Justin Muturi, for the good work that he has done for this Parliament. I am not forgetting the Chairpersons of Committees and, very importantly, the Chairperson of the Public Accounts Committee, who did a very good job of moving three PAC reports yesterday. We are being viewed outside as if we have not gone through the introductory phase of our Parliament. Hon. Temporary Deputy Speaker, what is in the Bill by hon. Lekuton? Clause 3 talks about the boundaries that we are putting in law. Any person driving or any person who permits another person to drive should know that we shall have a speed limit of 30 kilometres per hour.   • 10 Dec 2014 in National Assembly: As hon. Lekuton indicated while moving the Bill, the issue of hooting is also important to include when it comes to the Committee Stage. We can erect signs but hooting and loud noise disturb students in schools. Hon. Temporary Deputy Speaker, as much as we limit our speed, it is also important to ensure that the law caters for such noise like hooting in such areas so that we can have our pupils and students concentrate. On behalf of the people of Kibwezi East, I send condolences to the family, relatives, friends and the citizens of Kenya, following the death of the late Otieno Kajwang’.
