However, in his opening remarks, Mr. Githae, while making his submissions, my learned junior and brother, he referred to me as a “sour loser”. I am neither sour nor a loser. The language is unparliamentary. I want him to withdraw those remarks.

Mr. Speaker, Sir, I am very concerned about the last limb of this question about the Ministry’s attitude towards improving fish for local and export markets. He must be aware that the export market for fish is very stringent and hygiene is very central. What is the Ministry doing to ensure that fish farmers around Lake Victoria are encouraged to meet the standards of fish exports required, particularly by the European market?

Is it in order for the Assistant Minister to feign ignorance of the background of that DC, when he is fully aware that, that DC was removed from Nandi North District because of misconduct, and because of his inability to co-operate with others in that district? In fact, when he left, his departure was celebrated by district heads!

On a point of order, Mr. Deputy Speaker, Sir. I have a lot of respect for the hon. Vice-President and Minister for Home Affairs, but I am surprised at what he is doing this afternoon in the House. Clearly, if he wants to take advantage of Standing Order No.80, which talks about what needs to be done if a matter is sub judice, then he knows, or ought to know, that the onus is upon him, and nobody else, to comply with Standing Order No.80(4) which says: “A Member alleging that a matter is sub judice shall produce evidence to ...
