  • 4 Aug 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The issue of sub judice that the hon. Vice-President and Minister for Home Affairs has raised, must have come to him as an after-thought after he came to the House. view
  • 4 Aug 2011 in National Assembly: Clearly, he has not even made an iota of an attempt to discharge the obligation on him under Standing Order No.80(4). He has not made any attempt at all. The onus is on him. view
  • 4 Aug 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I was listening very keenly to the answer by the Vice-President and Minister for Home Affairs about the dismissal of Mr. Ambrose Ngare Ogeto. Is it in order for him to mislead the House when he is fully aware that on 19th June, 2009, Mr. Ogeto was asked to show cause why he should not be retired in public interest? I wish to table that letter. view
  • 4 Aug 2011 in National Assembly: On 15th October, 2010, the Commissioner of Prisons wrote about Mr. Ogeto as follows:- “Mr. Ogeto rose through the ranks to the level of an Assistant Commissioner of Prisons due to his diligence and vast knowledge in management of penal institutions. He was, indeed, a hardworking and proactive officer. Mr. Ogeto was posted to various prisons to be the Officer in Charge, about six of them, where he discharged his duties extremely well.” Under this circumstance, is it not true that--- view
  • 4 Aug 2011 in National Assembly: Precisely, Mr. Deputy Speaker, Sir. view
  • 3 Aug 2011 in National Assembly: On a point of order, Mr. Speaker, Sir, pursuant to your first Communication, you will recall that, about a week and a half ago, when the three Bills were presented here, Dr. Khalwale, Dr. Eseli and I raised objections on the Constitutionality of the three Bills. I was just wondering if the Minister for Justice, National Cohesion and Constitutional Affairs is part of the team that is going to work on these three Bills. view
  • 3 Aug 2011 in National Assembly: Mr. Speaker, Sir, I wish to take issue with the answer by the Assistant Minister. On the second page, second paragraph, he says that the procurement entity received designs and Bills of Quantities in May, 2011 from the Ministry of Public Works. This was close to the end of the financial year and, therefore, there was no sufficient time to go for open tendering. Is the Assistant Minister aware that the practice in this Ministry is for the technical personnel to sit back and wait until near the end of the financial year, then bombard the client Ministries with details ... view
  • 3 Aug 2011 in National Assembly: asked the Minister of State for Provincial Administration and Internal Security:- (a) what are the circumstances surrounding the shooting to death of Messrs. Nicholas Odhiambo, Julius Omondi, Paul Ouma and Joseph Owino by police officers near Sabuni Road Police Patrol Base in Kisumu on 12th December, 2010; (b) what steps the police took to ensure that they were acting on correct information when they accosted them and whether the Minister could also explain why the police officers shot them and yet, they were not armed; and, (c) what steps he is taking to redress the situation and compensate the families ... view
  • 3 Aug 2011 in National Assembly: Mr. Speaker, Sir, this is a very serious issue because the deceased persons; Nicholas Odhiambo, Julius Omondi, Paul Ouma and Joseph Owino, were young men all in their twenties. This answer is so full of contradictions that I do not even know what to do with it. First of all, how was it possible for Mr. Migangu to identify his motorcycle at 9.30 p.m. when they were still along the road? That is what the answer says. Then--- view
  • 3 Aug 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. You heard the Assistant Minister say that this incident occurred along Sabuni Road and the policemen were able to identify the motorcycles because of the street lights. Is it in order for him to mislead the House that the incident occurred along Sabuni Road when it actually occurred along Kotur Sewage Road where there are no street lights at all? view
