Mr. Temporary Deputy Speaker, Sir, the problem with the insurance industry, in particular, the IRA, is not even what the Assistant Minister has addressed. It goes with the failure of insurance companies to discharge claims particularly for third party motor vehicle insurance and passenger cover, where successful litigants are not able to execute judgment against insurance companies. Mr. Temporary Deputy Speaker, Sir, on Thursday, last week, I sought a Ministerial Statement from the Minister for Energy on safety concerns arising from the release into the atmosphere of radioactive material in Japan, and it was indicated that he would be here today to deliver the Ministerial Statement. However, he is not here to do so.

I am wondering whether that is in order, given that once a Question is on the Order Paper, it becomes the property of the House. Mr. Speaker, Sir, hon. Chanzuâs question has placed on emphasis not the value or the necessity of foot bridges. It is the cost of the footbridges. That is the issue that the Minister should address. There is a problem which is at the Ministry of Public Works where officers sitting in their offices in Nairobi draw plans in their desks which are supposed to apply everywhere in the Republic irrespective of topography, the type of soil, size of the bridge or whatever else. The only machine for early detection of cancer is available at the Kenyatta National Hospital and nowhere else in the country. In the whole of Nyanza and Western provinces, patients who have cancer problems either go to Nakuru or come to Nairobi at the Kenyatta National Hospital for cancer treatment.
