16 Feb 2011 in National Assembly:
Mr. Deputy Speaker, Sir, I respect your ruling on the matter. I wish to bring to your attention as a member of that Committee that the whole of this morning we have had to grapple with very serious issues. For that reason, it was our desire that the Report be laid on the Table because of the concerns that the Speaker raised yesterday and the interest the matter is eliciting in the nation and the House. Mr. Deputy Speaker, Sir, I wish to plead with you. I do not want us to bend the rules, but I wish to ask ...

16 Feb 2011 in National Assembly:
Mr. Deputy Speaker, Sir, the issue raised by hon. Kiuna is not just confined to Nakuru. It affects Kisumu as well. Parents are compelled, not just to bribe, but also to wait for very long. I agree with the Minister that it is a requirement of the law that births must be registered. However, it is not a requirement of the law to produce birth certificates during registration to schools or for examinations. This is only a regulation. So, the issue that hon. On a point of order, Mr. Deputy Speaker, Sir. First, this answer is signed by none other than Prof. Ongeri, the Minister himself. Secondly, the answer is clearly wrong as my colleagues have said. I have come from Kisumu and Maseno School is not in Kisumu Town East. Otieno Oyoo High School is not in Kisumu Rural, Onjiko High School is not in Nyakach, Ngere is not in Muhoroni and Kisumu Girls is not in Nyando.

15 Feb 2011 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, it is true that the Minister consulted with me last week, that the parts of the Questions as asked were cross-cutting. I have since consulted further and I find that these parts should be answered by him, because once the Ministry of Transport constructs an international airport, it becomes the responsibility of the Ministry of Tourism to see how best they can market it themselves. Secondly, once the Ministry of Heritage and Culture have gazetted the burial site for Okore Ogonda as a shrine, it becomes the duty of the Ministry to see how to ...

15 Feb 2011 in National Assembly:
On a point of order, Mr. Temporary Deputy Speaker, Sir. My point of order relates to the hon. Members approaching the Chair as we discuss very serious issues; the Chair may be able to multi-task, but I think the interruptions are distracting the attention of the Chair.
