15 Feb 2011 in National Assembly:
On a point of order, Mr. Speaker, Sir. I find the reason by the Minister incredulous, in the sense that since the airport is put up by the Ministry of Transport, we do not expect the Ministry of Transport to do the marketing. It is the same way that God gave us wildlife; we do not ask God to do the marketing of wildlife for us. In my humble view, all these parts of the Questions need to be answered in a proper way and not casually. I wish to ask for your direction that the Minister goes back, comes ...

On a point of order, Mr. Speaker, Sir. Could the Question then be deferred to another date, so that we can carry out consultations? It has to be a specific date.

10 Feb 2011 in National Assembly:
Mr. Speaker, Sir, the history of Trust Land in our country is very sad. Before Kenya was colonized by Britain, no land was ever registered. When Kenya was colonized, land was registered as Trust Land and the whole concept of Trust Land was for the Government to look after the land in trust for the people. But even after Independence, the Government has misused that trust by evicting people on whose behalf it is holding the land without compensation. So, my question is this: Why did the Ministry invoke the Trust Lands Act to evict people of Kanoo, Kajulu and ...

9 Feb 2011 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I have the honour to second this innovative Motion by my learned friend, hon. Wamalwa. The Motion is urging the Government to provide a policy and legal framework to regulate that fast growing and vital sector of our society and set up a Boda Boda Fund to provide funds to facilitate training and empowerment of those young Kenyans. Hon. Wamalwa has given a brief history of how the boda boda industry started in Busia. The word â boda bodaâ came up as a result of the fact that bicycles were being used in the no ...

9 Feb 2011 in National Assembly:
coalitions are now underpaid. However, the most important one is lack of training in road safety and the Highway Code. Many times, you have seen motorcycle riders either in the middle of the road, driving on the wrong side of the road or even giving the wrong signal. Sometimes, they indicate they want to turn to the left when they actually want to turn to the right. That has resulted into accidents which hon. Wamalwa has talked about. Lack of training in road safety and Highway Code has now resulted in misunderstanding between the traffic police and council officers. Boda ...

, boda boda riders and Nissan operators. Property was destroyed and people were hurt because of competition for the routes and the desire of the council to re-route bodaboda operators. The idea of road safety and training in the Highway Code needs consultation between those in authority and the boda boda riders. Where boda boda riders are forced to accept the conditions set by local authorities and by the police without proper consultations, then that lack of understanding results to violent encounters. However, one other challenge that has come up is the misuse of boda boda riders by robbers and ...

8 Feb 2011 in National Assembly:
Mr. Speaker, Sir, I wish to seek three clarifications. Listening to my brother, the Vice-President and Minister for Home Affairs, I am dismayed by the conflict in what he has told the House and what he has been reported to have said in the media. He is reported to have told the country that on this âshuttle diplomacyâ, he was acting as an emissary of the President and that when the President asks you to do something, you do not ask why. If you are asked to jump, you do not ask why, but how high. So, is there a ...

8 Feb 2011 in National Assembly:
I am much obliged, Mr. Speaker, Sir. If the reason was to convince the AU about the need to defer the trials, what value did two members of the ODM(K) add to the delegation, namely, Prof. Kaloki and Mr. Affey?

8 Feb 2011 in National Assembly:
Mr. Speaker, Sir, is it in order for hon. Affey to mislead the House by saying that he went on a mission to convince the AU to get Kenya to withdraw from the ICC when His Excellency the Vice-President and Minister for Home Affairs has just said that his mission was to seek a deferral?
