Khalwaleâs point of order and the answer given by the Assistant Minister, it is clear that the answer to part âbâ of the Question is not complete in the sense that it does not encompass the amount of money that the Government has spent. He seems to be concentrating on what his Ministry has spent. Is that in order?

Mr. Speaker, Sir, before the Minister rises to answer that Question I would like to seek a clarification. The Question that I drafted was directed to the Office of the Deputy Prime Minister and Minister for Finance. That is where the Office of the Clerk forwarded the Question, but the answer is coming from the Ministry of State for Provincial Administration and Internal Security. The Question touches on procurement which is under the Office of the Deputy Prime Minister and Minister for Finance. Furthermore, the management of the Kenya Airways has committed itself to offering attractive discounts to Government Ministries and parastatals when the tickets are sourced directly. Mr. Speaker, Sir, that being the circular and considering the provisions of the Public Procurement and Disposal Act, clearly in this circular Mr. Muthaura was impressing on Government Ministries and parastatals to offend the provisions of the procurement rules. If that is the case, why is the Ministry saying that it is not aware of this circular when it is there?
