  • 2 Feb 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. Even if the discounts are massive, is it in order for the Government Ministry to abuse its authority or disobey an Act of Parliament? view
  • 2 Feb 2011 in National Assembly: Mr. Speaker, Sir, considering that Kenya Airways is a private company, because the Government shareholding is less than 50 per cent; is it not discriminative for the Government to give priority to Kenya Airways, and leave out other privately-owned airlines in Kenya? view
  • 21 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, the problem of education offices in the new districts is not confined to Ruiru. I am glad that the Assistant Minister has said that in this financial year the sum of Kshs100 million has been allocated for construction of offices in the new districts. Could he kindly confirm that among the new districts which will have new offices for education officers is Kisumu North? view
  • 21 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, was it in order for the Chair of the HBC, in his own discretion, to jump Order Nos8 and 9 and give preference to Order No.10 without the HBC having met? view
  • 16 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, under the Water Act, 2002, the Ministry is empowered to engage private companies to supply water to specific areas, but this is one area through which the Ministry is practising corruption. There are several small companies, like the one in question, which are not able to provide services. Although these are private companies, taxpayers’ money is used to supplement their services. There is another company in Kisumu called “Gulf Water Services Company”. Why is the Ministry using taxpayers’ money to off-set the costs incurred by private companies they have contracted? view
  • 16 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister has not answered my question. My question was under what circumstances did the Ministry offset the costs incurred by a private company using taxpayer’s money? view
  • 16 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, I rise to support this Motion and, in supporting it, first, I wish to respond to the opposing voice of Ms. A. Abdalla, who said that this Motion is a waste of time and mere rhetoric. If you look at the wording of this Motion, it is particularly carefully worded; very cautious and very impartial. The idea is to emphasize the stand of our Government on the referendum in the Sudan. It is a Motion that seeks to encourage people of good will from Southern and Northern Sudan to participate in the referendum. It is a ... view
  • 15 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, the answer by the Attorney-General is totally unsatisfactory. That is because he is fully aware that the shield behind which the Government hides is the Government Proceedings Act which stops the Government from being auctioned. That Act, which we have inherited from the British system, is meant to operationalise executions in an orderly manner. In this country, the AG’s Office always hides behind this Act and fails to pay successful litigants. Under those circumstances, could the hon. AG, kindly, tell the House whether the Government will honour court judgments like all other parties or, if it ... view
  • 9 Dec 2010 in National Assembly: Mr. Speaker, Sir, the Persons Living with Disabilities Act came into operation on 16th June, 2004. That is over six and a half years ago. Why has it taken the Ministry so long to organise how people living with disabilities can be helped? view
  • 9 Dec 2010 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister for Justice, National Cohesion and Constitutional Affairs the following Question by Private Notice. (a) What are the circumstances surrounding the repeated withdrawals or transfers of Judges hearing election petitions, especially in relation to the petitions for Kamukunji and Kitutu Masaba Constituencies? (b) What measures is the Ministry taking to ensure that Judicial officers, particularly the Chief Justice and the concerned Judges discharge their Constitutional mandate without fear or favour? view
