Mr. Speaker, Sir, identifying dams, water holes, boreholes and shallow wells for rehabilitation is an issue that should involve the community. As a matter of policy, what has the Ministry done to ensure that engineers from the Ministry and those from the various water boards involve the community in the identification of dams to be rehabilitated?

On a point of order, Mr. Speaker, Sir. The Assistant Minister has said that the new districts have all been allocated motor vehicles. Is he in order to say so when as a matter of fact, the DC, Kisumu North District, has no vehicle at all? The Assistant Minister said that 754 vehicles were purchased, my Mathematics show that out of the 754 motor vehicles, 436 were given out to the Provincial Administration, police and AP. What criteria was used to distribute the balance of these motor vehicles?

On a point of order, Mr. Speaker, Sir. The issue raised by hon. Mututho is whether it is in order for the Minister not to gazette the proper salaries. He has said that he will do so. Is it in order for him to say that he will gazette salaries when it is not his responsibility? It is the Minister for Labour who does that.

Mr. Speaker, Sir, you have heard the Assistant Minister say that before investigations by the Postal Corporation of Kenya Audit and Investigations Department were completed, Mr. Odhiambo had been removed from his job. That means that this officer was removed from office before completion of investigations and charged in court. Is that not double jeorpady?

On a point of order, Mr. Speaker, Sir. Is it in order for the Assistant Minister to deny what is clearly in his answer? The answer reads:- âBy the time the investigations had been completed, Mr. Fred Odhiambo had been removed from the Postal Corporation of Kenya.â What does that mean?

Mr. Speaker, Sir, in view of the statement by the hon. Minister, would it not be in order for hon. Khalwale to be asked to produce proof that, indeed, this matter is now settled? Last time we were here, Dr. Khalwale said that the matter was no longer in court.

asked the Minister for Fisheries Development:- (a) whether he is aware that Dr. Paul Obade, Mr. Nicanor Omire, Mr. Ezra Odada, Mr. Jared Ochiengâ and Mr. Paul Odhach suffered injuries as a result of an accident involving motor vehicle Reg. No. GK A67C on 3rd March, 2007; (b) whether he is also aware that compensation due to the officers under Workmenâs Compensation Act was duly assessed and confirmed and the Ministry duly notified of the same; and, (c) what steps he is taking to ensure that the officersâ compensation is paid expeditiously.

Mr. Deputy Speaker, Sir, the criteria used to identify these institutions was unfair because in Nyanza, the oldest and biggest institute is the Ramogi Institute of Advanced Technology. Why was this not considered for Nyanza, since it is the biggest and the oldest?

Mr. Speaker, Sir, where money is due to estates of the deceased persons and is deposited at the district treasuries, the DCs insist that the dependants must obtain letters of administration first before they can collect the money. That, in effect, means that the dependant must file a constitutional case in the High Court. That means expense and delay. Why can that money not be paid to the next of kin who are listed by the deceased persons?
