  • 6 Jul 2010 in National Assembly: Mr. Deputy Speaker, Sir, that is true. We have discussed the matter and since the issue of retirees and pensioners in Kisumu is very sensitive, we have agreed that the matter be pushed to another date this week or early next week, so that we can have a complete answer. I have no objection to that. view
  • 1 Jul 2010 in National Assembly: asked the Deputy Prime Minister and Minister for Local Government:- view
  • 1 Jul 2010 in National Assembly: (a) whether he could table a complete list of names of staff of Kisumu Municipal Council who either retired or died from the year 2000 but whose pensions or death benefits have not been paid or paid only partially, showing dates of retirement/death and amounts owed as at today; view
  • 1 Jul 2010 in National Assembly: (b) who administers the pensions, retirement funds and death benefits for the Kisumu Municipal Council; and, view
  • 1 Jul 2010 in National Assembly: (c) what steps the Ministry is taking to assist and encourage the Municipal Council of Kisumu to make these payments without undue delay and to ensure that pension and retirement funds of the council are administered prudently and in favour of those they are meant to cover. view
  • 1 Jul 2010 in National Assembly: Mr. Deputy Speaker, Sir, I have just received a copy of the answer which contains in excess of 120 retirees of the Municipal Council of Kisumu. I need to interrogate this sufficiently. I need to compare the names on this list and find out if they tally with the names that I have been given from the Municipal Council of Kisumu, because the issue of retirees is very emotive. Under those circumstances, I wish to request that this Question be answered next week or as soon as possible but not today. view
  • 1 Jul 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I salute your ruling on that very vexed issue. However, considering the fact that there is no servitude or slave matter relationship between the Cabinet Minister and his Excellency the President, would it be in order to advise Dr. Machage to offer a letter of resignation and come and sit on the Backbench? view
  • 30 Jun 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. In view of the interest that the issue of absence of Ministers caused in the House yesterday, would it be in order for the reasons to be read out to the House, so that we understand them and move accordingly in future? view
  • 30 Jun 2010 in National Assembly: Mr. Speaker, Sir, pressure on registration of persons in Kenya is caused largely by the influx of young adults who reach the age of 18 years when they are in fourth form in secondary schools. To this extent, what are the Ministry’s plans to appoint principals of secondary schools as agents of the Ministry so that registration is done in schools more easily and efficiently? view
  • 29 Jun 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. I wish to concur with the views expressed by Mr. Imanyara. However, I think the issue is much more serious than that. To accept that letter on its value would be to set a very bad precedence where members of the Executive particularly Permanent Secretaries can be addressing Parliament when they should not be doing it. Secondly, if you were to accept that letter, the precedence you would be setting would be failing to come to Parliament and instead be sending letters. That is not right. view
